H.F. _____ Section 1. Section 455E.11, subsection 2, paragraph a, 1 subparagraph (1), Code 2015, is amended by adding the following 2 new subparagraph division: 3 NEW SUBPARAGRAPH DIVISION . (0a) (i) For the fiscal year 4 beginning July 1, 2015, and ending June 30, 2016, not more 5 than two hundred fifty thousand dollars to the department 6 for purposes of developing a hub and spoke recycling program 7 to create regional recycling processing centers in large 8 communities and encourage small communities to deliver 9 recyclables to the centers. 10 (ii) Each fiscal year for the period beginning July 1, 11 2016, and ending June 30, 2020, not more than one million five 12 hundred thousand dollars to the department for implementation 13 of the hub and spoke recycling program. 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanation’s substance by the members of the general assembly. 17 This bill provides for funding to the department of natural 18 resources from the solid waste alternatives program to create 19 a hub and spoke recycling program. The program is to create 20 regional recycling processing centers in large communities, 21 or “hubs”, and encourage small communities, or “spokes”, to 22 deliver recyclables to the centers. The bill allocates to the 23 department from the solid waste account of the groundwater 24 protection fund created in Code section 455E.11, $250,000 in 25 the fiscal year beginning July 1, 2015, and ending June 30, 26 2016, to develop the program, and $1.5 million in each fiscal 27 year for the period beginning July 1, 2016, and ending June 30, 28 2020, to implement the program.
