H.F. _____ Section 1. Section 144.13A, subsection 4, paragraph b, Code 1 2015, is amended to read as follows: 2 b. It is the intent of the general assembly that the funds 3 generated from the fees as established under section 144.46 4 for the mailing of the certified copy of the birth certificate 5 be appropriated and used to support the distribution of 6 the automatic birth certificate and the implementation of 7 the electronic birth certificate system. It is further the 8 intent of the general assembly that there be included in the 9 electronic birth certificate system receiving appropriations 10 from the fees collected pursuant to section 144.46 all birth 11 records for available years, including all records provided 12 in accordance with section 144.13 or section 144.14 and birth 13 records that are prepared and delivered to parents named in an 14 adoption decree pursuant to section 600.13, subsection 5. 15 EXPLANATION 16 The inclusion of this explanation does not constitute agreement with 17 the explanation’s substance by the members of the general assembly. 18 This bill relates to the electronic birth certificate 19 system.
