The appropriations made in this subsection are in the 8 amounts anticipated to be received from the federal government 9 for the designated federal fiscal years under 42 U.S.C., ch. 10 6A, subch. XVII, part B, subpart ii, which provides for the 11 prevention and treatment of substance abuse block grant. 12 The department shall expend the funds appropriated in this 13 subsection as provided in the federal law making the funds 14 available and in conformance with chapter 17A . 15 b. Of the funds appropriated for each federal fiscal year 16 in this subsection, an amount not exceeding 5 percent shall be 17 used by the department for administrative expenses. 18 c. (1) For the state fiscal year beginning July 1, 2015, 19 the department shall expend no less than an amount equal to 20 the amount expended for treatment services in the state fiscal 21 year beginning July 1, 2014, for pregnant women and women with 22 dependent children. 23 (2) For the state fiscal year beginning July 1, 2016, the 24 department shall expend no less than an amount equal to the 25 amount expended for treatment services in the state fiscal 26 year beginning July 1, 2015, for pregnant women and women with 27 dependent children. 28 2. At least 20 percent of the funds remaining from the 29 appropriation made in subsection 1 for each federal fiscal year 30 shall be allocated for prevention programs. 31 3. In implementing the federal prevention and treatment of 32 substance abuse block grant under 42 U.S.C., ch. 6A, subch. 33 XVII, and any other applicable provisions of the federal Public 34 Health Service Act under 42 U.S.C., ch. 6A, the department 35 -1- LSB 1036XG (12) 86 rn/tm 1/ 19

No. 106-310, § 3305, 1 as codified in 42 U.S.C. § 300x-65, relating to services 2 under such federal law being provided by religious and other 3 nongovernmental organizations. 4 Sec. 2. COMMUNITY MENTAL HEALTH SERVICES APPROPRIATION. 5 1. a. The appropriations made in this subsection are in the 12 amounts anticipated to be received from the federal government 13 for the designated federal fiscal years under 42 U.S.C., ch. 14 6A, subch. XVII, part B, subpart i, which provides for the 15 community mental health services block grant. The department 16 shall expend the funds appropriated in this subsection as 17 provided in the federal law making the funds available and in 18 conformance with chapter 17A . 19 c. The department shall allocate not less than 95 percent 20 of the amount of the block grant each federal fiscal year for 21 eligible community mental health services for carrying out the 22 plan submitted to and approved by the federal substance abuse 23 and mental health services administration for the fiscal year 24 involved. 25 d. The funding allocated pursuant to paragraph “c” shall 26 be used by recipients of the funding for the purpose of staff 27 training or services to adults with a serious mental illness 28 and children with a serious emotional disturbance. The 29 distribution amounts shall be announced at the beginning of 30 the federal fiscal year and distributed on a quarterly basis. 31 Recipients shall submit at minimum an annual report by December 32 1 each year containing data consistent with the performance 33 measures approved by the federal substance abuse and mental 34 health services administration. 35 -2- LSB 1036XG (12) 86 rn/tm 2/ 19
S.F. _____ H.F. _____ e. Of the amount allocated in paragraph “c”, 70 percent 1 shall be allocated to the mental health and disability services 2 regions for eligible mental health services. 3 f. Of the amount allocated in paragraph “c”, 25 percent 4 shall be allocated to eligible service providers to carry out 5 the plan submitted to the federal substance abuse and mental 6 health services administration. 7 2. An amount not exceeding 5 percent of the funds 8 appropriated in subsection 1 for each federal fiscal year shall 9 be used by the department of human services for administrative 10 expenses. From the funds set aside by this subsection for 11 administrative expenses, the department shall pay to the 12 auditor of state an amount sufficient to pay the cost of 13 auditing the use and administration of the state’s portion of 14 the funds appropriated in subsection 1. The auditor of state 15 shall bill the department for the costs of the audits. 16 Sec. 3. MATERNAL AND CHILD HEALTH SERVICES APPROPRIATIONS. 17 1. V, which provides for the maternal and child health 27 services block grant. The department shall expend the funds 28 appropriated in this subsection as provided in the federal law 29 making the funds available and in conformance with chapter 17A . 30 b. Funds appropriated in this subsection shall not be used 31 by the university of Iowa hospitals and clinics for indirect 32 costs. 33 2. The departments of public health, human services, and 3 education and the university of Iowa’s mobile and regional 4 child health specialty clinics shall continue to pursue to the 5 maximum extent feasible the coordination and integration of 6 services to women and children. 7 4. a. Sixty-three percent of the amount remaining after 8 the allocation made in subsection 2 for each federal fiscal 9 year shall be allocated to supplement appropriations for 10 maternal and child health programs within the department of 11 public health. Thirty-seven percent of the amount remaining after 19 the allocation made in subsection 2 for each federal fiscal 20 year shall be allocated to the university of Iowa hospitals 21 and clinics under the control of the state board of regents 22 for mobile and regional child health specialty clinics. The 23 university of Iowa hospitals and clinics shall not receive an 24 allocation for indirect costs from the funds for this program. 25 Priority shall be given to establishment and maintenance of a 26 statewide system of mobile and regional child health specialty 27 clinics. 28 5. The department of public health shall administer the 29 statewide maternal and child health program and the disabled 30 children’s program by conducting mobile and regional child 31 health specialty clinics and conducting other activities to 32 improve the health of low-income women and children and to 33 promote the welfare of children with actual or potential 34 handicapping conditions and chronic illnesses in accordance 35 -4- LSB 1036XG (12) 86 rn/tm 4/ 19
S.F. _____ H.F. _____ with the requirements of Tit. V of the federal Social Security 1 Act. 2 Sec. 4. PREVENTIVE HEALTH AND HEALTH SERVICES 3 APPROPRIATIONS. 4 1. XVII, part A, which provides for the preventive 14 health and health services block grant. The department shall 15 expend the funds appropriated in this subsection as provided in 16 the federal law making the funds available and in conformance 17 with chapter 17A . 18 2. Of the funds appropriated in subsection 1 for each 19 federal fiscal year, an amount not exceeding 10 percent shall 20 be used by the department for administrative expenses. 21 3. Of the funds appropriated in subsection 1 for each 22 federal fiscal year, the specific amount of funds stipulated 23 by the notice of the block grant award shall be allocated for 24 services to victims of sex offenses and for rape prevention 25 education. 26 4. After deducting the funds allocated in subsections 2 and 27 3, the remaining funds appropriated in subsection 1 for each 28 federal fiscal year may be used by the department for healthy 29 people 2020 and Iowa’s health improvement plan 2012-2016 30 program objectives, preventive health advisory committee, and 31 risk reduction services, including nutrition programs, health 32 incentive programs, chronic disease services, emergency medical 33 services, monitoring of the fluoridation program and start-up 34 fluoridation grants, and acquired immune deficiency syndrome 35 -5- LSB 1036XG (12) 86 rn/tm 5/ 19

The moneys specified in this subsection shall not be 1 used by the university of Iowa hospitals and clinics or by the 2 state hygienic laboratory for the funding of indirect costs. 3 Sec. 5. STOP VIOLENCE AGAINST WOMEN GRANT PROGRAM 4 APPROPRIATION. 5 1. XII-H which provides for grants to combat violent 15 crimes against women. The department of justice shall expend 16 the funds appropriated in this subsection as provided in the 17 federal law making the funds available and in conformance with 18 chapter 17A . 19 2. An amount not exceeding 10 percent of the funds 20 appropriated in subsection 1 shall be used by the department of 21 justice for administrative expenses. From the funds set aside 22 by this subsection for administrative expenses, the department 23 shall pay to the auditor of state an amount sufficient to pay 24 the cost of auditing the use and administration of the state’s 25 portion of the funds appropriated in subsection 1. 26 Sec. 6. RESIDENTIAL SUBSTANCE ABUSE TREATMENT FOR STATE 27 PRISONERS FORMULA GRANT PROGRAM. The drug 4 policy coordinator shall expend the funds appropriated in this 5 section as provided in federal law making the funds available 6 and in conformance with chapter 17A . 7 Sec. 7. EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT 8 PROGRAM APPROPRIATION. The drug policy coordinator shall expend the 19 funds appropriated in this section as provided in the federal 20 law making the funds available and in conformance with chapter 21 17A . 22 Sec. 8. COMMUNITY SERVICES APPROPRIATIONS. 23 1. a. S.F. _____ H.F. _____ of human rights shall expend the funds appropriated in this 1 subsection as provided in the federal law making the funds 2 available and in conformance with chapter 17A . 3 b. Each federal fiscal year, the administrator of the 4 division of community action agencies of the department 5 of human rights shall allocate not less than 96 percent of 6 the amount of the block grants to eligible community action 7 agencies for programs benefiting low-income persons. Each 8 eligible agency shall receive a minimum allocation of not 9 less than $100,000. The minimum allocation shall be achieved 10 by redistributing increased funds from agencies experiencing 11 a greater share of available funds. The funds shall be 12 distributed on the basis of the poverty-level population in the 13 area represented by the community action areas compared to the 14 size of the poverty-level population in the state. 15 2. An amount not exceeding 4 percent of the funds 16 appropriated in subsection 1 for each federal fiscal year shall 17 be used by the division of community action agencies of the 18 department of human rights for administrative expenses. From 19 the funds set aside by this subsection for administrative 20 expenses, the division of community action agencies of the 21 department of human rights shall pay to the auditor of state 22 an amount sufficient to pay the cost of auditing the use and 23 administration of the state’s portion of the funds appropriated 24 in subsection 1. The auditor of state shall bill the division 25 of community action agencies for the costs of the audits. 26 Sec. 9. COMMUNITY DEVELOPMENT APPROPRIATIONS. 27 1. S.F. _____ H.F. _____ for the designated federal fiscal years under 42 U.S.C., ch. 1 69, which provides for community development block grants. 2 The economic development authority shall expend the funds 3 appropriated in this subsection as provided in the federal law 4 making the funds available and in conformance with chapter 17A . 5 2. a. An amount not exceeding $980,000 for the federal 6 fiscal year beginning October 1, 2015, shall be used by the 7 economic development authority for administrative expenses for 8 the community development block grant. The total amount used 9 for administrative expenses includes $540,000 for the federal 10 fiscal year beginning October 1, 2015, of funds appropriated 11 in subsection 1 and a matching contribution from the state 12 equal to $440,000 from the appropriation of state funds for 13 the community development block grant and state appropriations 14 for related activities of the economic development authority. 15 From the funds set aside for administrative expenses by this 16 subsection, the economic development authority shall pay to 17 the auditor of state an amount sufficient to pay the cost of 18 auditing the use and administration of the state’s portion of 19 the funds appropriated in subsection 1. The auditor of state 20 shall bill the authority for the costs of the audit. 21 b. An amount not exceeding $1,000,000 for the federal 22 fiscal year beginning October 1, 2016, shall be used by the 23 economic development authority for administrative expenses for 24 the community development block grant. The total amount used 25 for administrative expenses includes $550,000 for the federal 26 fiscal year beginning October 1, 2016, of funds appropriated 27 in subsection 1 and a matching contribution from the state 28 equal to $450,000 from the appropriation of state funds for 29 the community development block grant and state appropriations 30 for related activities of the economic development authority. 31 From the funds set aside for administrative expenses by this 32 subsection, the economic development authority shall pay to 33 the auditor of state an amount sufficient to pay the cost of 34 auditing the use and administration of the state’s portion of 35 -9- LSB 1036XG (12) 86 rn/tm 9/ 19

LOW-INCOME HOME ENERGY ASSISTANCE APPROPRIATIONS. 3 1. II, which provides for the low-income home energy 14 assistance block grants. The division of community action 15 agencies of the department of human rights shall expend the 16 funds appropriated in this subsection as provided in the 17 federal law making the funds available and in conformance with 18 chapter 17A . 19 2. Up to 15 percent, or up to 25 percent if a waiver is 20 approved by the United States department of health and human 21 services, of the amount appropriated in this section that is 22 actually received for each federal fiscal year shall be used 23 for residential weatherization or other related home repairs 24 for low-income households. Of this allocation amount, not more 25 than 10 percent may be used for administrative expenses. 26 3. After subtracting the allocation in subsection 2, up to 27 10 percent of the remaining moneys for each federal fiscal year 28 are allocated for administrative expenses of the low-income 29 home energy assistance program of which $377,000 is allocated 30 each federal fiscal year for administrative expenses of the 31 division. The costs of auditing the use and administration 32 of the portion of the appropriation in this section that is 33 retained by the state shall be paid from the amount allocated 34 in this subsection each federal fiscal year to the division. 35 -10- LSB 1036XG (12) 86 rn/tm 10/ 19

The remaining moneys of the appropriation made in this 3 section for each federal fiscal year following the allocations 4 made in subsections 2 and 3, shall be used to help eligible 5 households as defined in 42 U.S.C., ch. 94, subch. II, to meet 6 home energy costs. 7 5. Not more than 10 percent of the amount appropriated in 8 this section each federal fiscal year that is actually received 9 may be carried forward for use in the succeeding federal fiscal 10 year. 11 6. Expenditures for assessment and resolution of energy 12 problems shall be limited to not more than 5 percent of the 13 amount appropriated in this section for each federal fiscal 14 year that is actually received. 15 Sec. 11. SOCIAL SERVICES APPROPRIATIONS. 16 1. SOCIAL SERVICES BLOCK GRANT PLAN. The department 22 of human services during each state fiscal year shall develop a 23 plan for the use of federal social services block grant funds 24 for the subsequent state fiscal year. 25 The proposed plan shall include all programs and services 26 at the state level which the department proposes to fund with 27 federal social services block grant funds, and shall identify 28 state and other funds which the department proposes to use to 29 fund the state programs and services. 30 The proposed plan shall also include all local programs and 31 services which are eligible to be funded with federal social 32 services block grant funds, the total amount of federal social 33 services block grant funds available for the local programs and 34 services, and the manner of distribution of the federal social 35 -13- LSB 1036XG (12) 86 rn/tm 13/ 19

The proposed plan 1 shall identify state and local funds which will be used to fund 2 the local programs and services. 3 The proposed plan shall be submitted with the department’s 4 budget requests to the governor and the general assembly. 5 Sec. 13. PROJECTS FOR ASSISTANCE IN TRANSITION FROM 6 HOMELESSNESS. 7 1. Upon receipt of the minimum formula grant from 8 the federal substance abuse and mental health services 9 administration to provide mental health services for the 10 homeless, for the federal fiscal years beginning October 1, 11 2015, and October 1, 2016, the department of human services 12 shall assure that a project which receives funds under the 13 formula grant shall do all of the following: 14 a. Provide outreach and engagement to homeless individuals 15 and individuals at risk of homelessness and assesses those 16 individuals for serious mental illness. 17 b. Enroll those individuals with serious mental illness who 18 are willing to accept services through the project. 19 c. Provide case management to homeless persons. 20 d. Provide appropriate training to persons who provide 21 services to persons targeted by the grant. 22 e. Assure a local match share of 25 percent. 23 f. Refer homeless individuals and individuals at risk of 24 homelessness to primary health care, job training, educational 25 services, and relevant housing services. 26 2. A project may expend funds for community mental health 27 services, diagnostic services, crisis intervention services, 28 habilitation and rehabilitation services, substance-related 29 disorder services, supportive and supervisory services to 30 homeless persons living in residential settings that are 31 not otherwise supported, and housing services including 32 minor renovation, expansion, and repair of housing, security 33 deposits, planning of housing, technical assistance in 34 applying for housing, improving the coordination of housing 35 -14- LSB 1036XG (12) 86 rn/tm 14/ 19
S.F. _____ H.F. _____ services, the costs associated with matching eligible homeless 1 individuals with appropriate housing, and one-time rental 2 payments to prevent eviction. 3 Sec. 14. CHILD CARE AND DEVELOPMENT APPROPRIATION. There 4 is appropriated from the fund created by section 8.41 to 5 the department of human services for the following federal 6 fiscal years beginning October 1, and ending September 30, the 7 following amounts: 8 FFY 2015-2016 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 45,314,294 9 FFY 2016-2017 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 45,314,294 10 The appropriations made in this section are in the amounts 11 anticipated to be received from the federal government for 12 the designated federal fiscal years under 42 U.S.C., ch. 13 105, subch. II-B, which provides for the child care and 14 development block grant. The department shall expend the funds 15 appropriated in this section as provided in the federal law 16 making the funds available and in conformance with chapter 17A . 17 Moneys appropriated in this section that remain unencumbered 18 or unobligated at the close of the fiscal year shall revert to 19 be available for appropriation for purposes of the child care 20 and development block grant in the succeeding fiscal year. 21 Sec. 15. PROCEDURE FOR REDUCED FEDERAL FUNDS. 22 1. If the funds received from the federal government for the 23 block grants specified in this Act are less than the amounts 24 appropriated, the funds actually received shall be prorated 25 by the governor for the various programs, other than for the 26 services to victims of sex offenses and for rape prevention 27 education under section 4, subsection 3, of this Act, for which 28 each block grant is available according to the percentages that 29 each program is to receive as specified in this Act. However, 30 if the governor determines that the funds allocated by the 31 percentages will not be sufficient to accomplish the purposes 32 of a particular program, or if the appropriation is not 33 allocated by percentage, the governor may allocate the funds in 34 a manner which will accomplish to the greatest extent possible 35 -15- LSB 1036XG (12) 86 rn/tm 15/ 19
S.F. _____ H.F. _____ the purposes of the various programs for which the block grants 1 are available. 2 2. Before the governor implements the actions provided for 3 in subsection 1, the following procedures shall be taken: 4 a. The chairpersons and ranking members of the senate and 5 house standing committees on appropriations, the appropriate 6 chairpersons and ranking members of subcommittees of those 7 committees, and the director of the legislative services agency 8 shall be notified of the proposed action. 9 b. The notice shall include the proposed allocations, 10 and information on the reasons why particular percentages or 11 amounts of funds are allocated to the individual programs, 12 the departments and programs affected, and other information 13 deemed useful. Chairpersons and ranking members notified shall 14 be allowed at least two weeks to review and comment on the 15 proposed action before the action is taken. 16 Sec. 16. PROCEDURE FOR INCREASED FEDERAL FUNDS. 17 1. If funds received from the federal government in the form 18 of block grants exceed the amounts appropriated in sections 1, 19 2, 3, 4, 7, 9, and 11 of this Act, the excess shall be prorated 20 to the appropriate programs according to the percentages 21 specified in those sections, except additional funds shall not 22 be prorated for administrative expenses. 23 2. If actual funds received from the federal government 24 from block grants exceed the amount appropriated in section 10 25 of this Act for the low-income home energy assistance program, 26 not more than 10 percent of the excess may be allocated to the 27 low-income residential weatherization program and not more than 28 15 percent of the excess may be used for administrative costs. 29 3. If funds received from the federal government from 30 community services block grants exceed the amount appropriated 31 in section 8 of this Act, 100 percent of the excess is 32 allocated to the community services block grant program. 33 Sec. 17. PROCEDURE FOR EXPENDITURE OF ADDITIONAL FEDERAL 34 FUNDS. If other federal grants, receipts, and funds and other 35 -16- LSB 1036XG (12) 86 rn/tm 16/ 19
S.F. _____ H.F. _____ nonstate grants, receipts, and funds become available or are 1 awarded which are not available or awarded during the period 2 in which the general assembly is in session, but which require 3 expenditure by the applicable department or agency prior to 4 March 15 of the fiscal years beginning July 1, 2015, and July 5 1, 2016, these grants, receipts, and funds are appropriated to 6 the extent necessary, provided that the fiscal committee of 7 the legislative council is notified within 30 days of receipt 8 of the grants, receipts, or funds and the fiscal committee of 9 the legislative council has an opportunity to comment on the 10 expenditure of the grants, receipts, or funds. 11 Sec. 18. OTHER GRANTS, RECEIPTS, AND FUNDS. Federal grants, 12 receipts, and funds and other nonstate grants, receipts, and 13 funds, available in whole or in part of the state fiscal years 14 beginning July 1, 2015, and July 1, 2016, are appropriated to 15 the following departments and agencies that are designated 16 by and for the purposes set forth in the grants, receipts, 17 or conditions accompanying the receipt of the funds, unless 18 otherwise provided by law: 19 1.
