S.F. _____ H.F. _____ Section 1. Section 284.5, subsection 2, Code 2015, is 1 amended to read as follows: 2 2. a. Each Except as provided in paragraph “b” , each school 3 district and area education agency shall provide a beginning 4 teacher mentoring and induction program for all teachers who 5 are beginning teachers, and notwithstanding section 284.4, 6 subsection 1 , a school district and an area education agency 7 shall be eligible to receive moneys under section 284.13, 8 subsection 1 , paragraph “b” , for purposes of implementing a 9 beginning teacher mentoring and induction program in accordance 10 with this section . 11 b. If a school district receives teacher leadership 12 supplemental aid payments pursuant to section 257.10, 13 subsection 12, or section 284.13, subsection 1, paragraph “e” , 14 for purposes of implementing a framework or comparable system 15 approved pursuant to section 284.15, subsection 6, the school 16 district is ineligible to receive funds under section 284.13, 17 subsection 1, paragraph “b” , for purposes of implementing a 18 beginning teacher mentoring and induction program plan. 19 Sec. 2. Section 284.13, subsection 1, paragraph b, Code 20 2015, is amended to read as follows: 21 b. For the fiscal year beginning July 1, 2014 2015 , and 22 ending June 30, 2015 2016 , an amount up to four one million 23 twenty-one six hundred seventy-three thousand eight one hundred 24 seventy-five dollars for first-year and second-year beginning 25 teachers, to the department of education for distribution to 26 school districts and area education agencies for purposes of 27 the beginning teacher mentoring and induction programs as 28 provided in section 284.5 . A school district or area education 29 agency shall receive one thousand three hundred dollars per 30 beginning teacher participating in the program. If the funds 31 appropriated for the program are insufficient to pay mentors, 32 school districts, and area education agencies as provided 33 in this paragraph, the department shall prorate the amount 34 distributed to school districts and area education agencies 35 -1- LSB 1293XD (7) 86 kh/sc 1/ 2

Moneys received by a 1 school district or area education agency pursuant to this 2 paragraph shall be expended to provide each mentor with an 3 award of five hundred dollars per semester, at a minimum, 4 for participation in the school district’s or area education 5 agency’s beginning teacher mentoring and induction program; 6 to implement the plan; and to pay any applicable costs of the 7 employer’s share of contributions to federal social security 8 and the Iowa public employees’ retirement system or a pension 9 and annuity retirement system established under chapter 294 , 10 for such amounts paid by the district or area education agency. 11 EXPLANATION 12 The inclusion of this explanation does not constitute agreement with 13 the explanation’s substance by the members of the general assembly. 14 This bill provides that a school district is ineligible 15 to receive moneys allocated under the student achievement 16 and teacher quality program for purposes of implementing a 17 beginning teacher mentoring and induction program plan if that 18 school district receives teacher leadership supplemental aid 19 payments for implementing the career paths, leadership roles, 20 and compensation framework or a comparable system approved 21 by the department of education. The bill also updates the 22 Iowa Code provision that provides for the allocation of moneys 23 for purposes of the beginning teacher mentoring and induction 24 program for the 2015-2016 fiscal year. 25 -2- LSB 1293XD (7) 86 kh/sc 2/ 2
