Emergency
food
assistance

appropriation.

1.
For
the
fiscal
year
beginning
July
1,
2015,
and
for
3
each
fiscal
year
thereafter
through
the
fiscal
year
beginning
4
July
1,
2019,
there
is
appropriated
from
the
general
fund
of
5
the
state
to
the
department
of
human
services
one
million
6
dollars
for
the
support
of
an
Iowa
food
bank
association
7
selected
by
the
department
of
human
services
for
the
purchase
8
of
food
on
behalf
of
an
Iowa
emergency
feeding
organization
or
9
for
the
distribution
of
moneys
to
the
Iowa
emergency
feeding
10
organizations
for
the
purchase
of
food.

2.
The
moneys
appropriated
in
this
section
shall
be
12
allocated
only
to
the
extent
that
such
moneys
are
matched
on
a
13
dollar-for-dollar
basis.

3.
Notwithstanding
section
8.33,
moneys
appropriated
in
15
this
section
that
remain
unencumbered
or
unobligated
at
the
16
close
of
the
fiscal
year
shall
not
revert
but
shall
remain
17
available
for
expenditure
for
the
purposes
designated
until
the
18
close
of
the
fiscal
year
beginning
July
1,
2019.

4.
This
section
is
repealed
July
1,
2020.

EXPLANATION
21
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
22
the
explanation’s
substance
by
the
members
of
the
general
assembly.
23
This
bill
creates
a
standing
appropriation
of
$1
million
24
from
the
general
fund
of
the
state
for
the
fiscal
year
25
beginning
July
1,
2015,
through
the
fiscal
year
beginning
July
26
1,
2019,
to
the
department
of
human
services
for
support
of
an
27
Iowa
food
bank
association
to
buy
food
on
behalf
of
an
Iowa
28
emergency
feeding
organization
or
distribute
the
moneys
to
such
29
organizations
for
the
purchase
of
food.
30
The
moneys
appropriated
shall
only
be
allocated
if
it
is
31
matched
dollar-for-dollar.
Any
moneys
unused
during
a
fiscal
32
year
shall
remain
available
for
the
same
purpose
until
the
end
33
of
the
following
fiscal
year.
34
The
new
Code
section
created
in
the
bill
is
repealed
July
1,
