Section
225C.19A,
Code
2015,
is
amended
to
read

as
follows:

225C.19A
Crisis
stabilization
programs.

The
department
shall
accredit,
certify,
or
apply
standards
4
of
review
to
authorize
the
operation
of
crisis
stabilization
5
programs
including
crisis
stabilization
programs
operating
6
in
a
psychiatric
medical
institution
for
children
pursuant
7
to
chapter
135H
that
provide
children
with
mental
health,
8
substance
abuse,
and
co-occurring
mental
health
and
substance
9
abuse
services
.
In
authorizing
the
operation
of
a
crisis
10
stabilization
program,
the
department
shall
apply
the
11
relevant
requirements
for
an
emergency
mental
health
crisis
12
services
provider
and
system
under
section
225C.19
.
A
13
program
authorized
to
operate
under
this
section
is
not
14
required
to
be
licensed
under
chapter
135B
,
135C
,
or
135G
,
15
or
certified
under
chapter
231C
.
The
commission
shall
adopt
16
rules
to
implement
this
section
.
The
department
shall
accept
17
accreditation
of
a
crisis
stabilization
program
by
a
national
18
accrediting
organization
in
lieu
of
applying
the
rules
adopted
19
in
accordance
with
this
section
to
the
program.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
22
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
crisis
stabilization
programs
operating
24
in
psychiatric
medical
institutions
for
children.
25
The
bill
provides
that
a
crisis
stabilization
program
26
authorized
by
the
department
of
human
services
pursuant
to
Code
27
section
225C.19A
may
include
a
crisis
stabilization
program
28
operating
in
a
psychiatric
medical
institution
for
children
29
pursuant
to
Code
chapter
135H
that
provides
children
with
30
mental
health,
substance
abuse,
and
co-occurring
mental
health
31
and
substance
abuse
services.
