A.L.I.C.E.

grant

1.
For
purposes
of
this
section,
“A.L.I.C.E.
training”
means

active
shooter
response
training
based
on
the
strategies
of
4
alert,
lockdown,
inform,
counter,
and
evacuate.

2.
The
department
shall
establish
an
A.L.I.C.E.
training
6
grant
program
to
provide
grants
for
A.L.I.C.E.
training
of
7
school
employees
in
schools
that
do
not
otherwise
have
funds
8
available
to
provide
such
training.
9
3.
Eligibility
for
the
grant
program
shall
be
limited
10
to
public
and
nonpublic
schools
located
in
an
area
that
has
11
previously
had
an
application
for
a
grant
from
the
homeland
12
security
grant
program
administered
by
the
federal
emergency
13
management
agency
rejected
due
to
lack
of
available
federal
14
funds.
The
department
shall
give
first
priority
to
applicants
15
that
have
not
received
funding
specifically
to
provide
16
A.L.I.C.E.
training
in
at
least
three
years.

The
department
shall
adopt
rules
pursuant
to
chapter
18
17A
to
administer
the
grant
program,
including
but
not
limited
19
to
an
application
process,
additional
eligibility
criteria,
20
prioritization
of
eligible
applicants,
and
a
process
to
21
determine
which
areas
in
this
state
have
previously
had
an
22
application
for
a
grant
from
the
homeland
security
grant
23
program
administered
by
the
federal
emergency
management
agency
24
rejected
due
to
lack
of
available
federal
funds.

5.
There
is
appropriated
from
the
general
fund
of
the
state
26
to
the
department
of
education
for
each
of
the
fiscal
years
in
27
the
period
beginning
July
1,
2015,
and
ending
June
30,
2018,
28
five
hundred
thousand
dollars
for
the
grant
program.

bill
requires
the
department
of
education
to
