H.F. 601 Section 1. NEW SECTION . 35D.11A Monthly stipend. 1 The Iowa veterans home and the department of human services 2 shall adopt rules to provide for the payment of a monthly 3 stipend of twenty-five dollars on behalf of a veteran or a 4 surviving spouse of a veteran who is eligible for medical 5 assistance, resides at the Iowa veterans home, and does not 6 have a spouse or minor child. The stipend shall be deposited 7 in the bank account for members’ deposits established pursuant 8 to section 35D.12, and shall be credited to a member’s personal 9 account. The rules shall provide that the monthly amount is 10 exempt from client participation and is not considered income 11 to the veteran or the surviving spouse of a veteran. 12 EXPLANATION 13 The inclusion of this explanation does not constitute agreement with 14 the explanation’s substance by the members of the general assembly. 15 This bill directs the Iowa veterans home and the department 16 of human services to adopt rules to provide for the payment of 17 a monthly stipend of $25 on behalf of a veteran or a surviving 18 spouse of a veteran who is eligible for medical assistance, 19 resides at the Iowa veterans home, and does not have a spouse 20 or minor child.
