H.F. 566 Section 1. Section 144.13A, subsection 4, paragraph b, Code 1 2015, is amended to read as follows: 2 b. It is the intent of the general assembly that the funds 3 generated from the fees as established under section 144.46 4 for the mailing of the certified copy of the birth certificate 5 be appropriated and used to support the distribution of the 6 automatic birth certificate and the implementation of the 7 electronic birth certificate system. It is further the intent 8 of the general assembly that there be access to all birth 9 records available through the electronic birth certificate 10 system, including all records provided in accordance with 11 section 144.13 or section 144.14 and birth records that are 12 prepared and delivered to parents named in an adoption decree 13 pursuant to section 600.13, subsection 5. 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanation’s substance by the members of the general assembly. 17 This bill relates to the electronic birth certificate 18 system.
