technologies”

biological
processes
capable

from
which
recyclable
materials
have

been
substantially
diverted
or
removed
into
useful
products

and
chemicals,
green
fuels
such
as
ethanol
and
biodiesel,

and
clean,
renewable
energy.
“Waste
conversion
technologies”

includes
but
is
not
limited
to
anaerobic
digestion,
plasma
9
gasification,
and
pyrolysis.

is

amended
by
adding
the

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
adds
waste
conversion
technologies
to
a
list
17
of
preferred
management
techniques
for
disposal
of
solid
18
waste.
“Waste
conversion
technologies”
is
defined
as
thermal,
19
chemical,
mechanical,
and
biological
processes
capable
of
20
converting
waste
from
which
recyclable
materials
have
been
21
substantially
diverted
or
removed
into
useful
products
and
22
chemicals,
green
fuels
such
as
ethanol
and
biodiesel,
and
23
clean,
renewable
energy.
“Waste
conversion
technologies”
24
includes
but
is
not
limited
to
anaerobic
digestion,
plasma
25
gasification,
and
pyrolysis.
The
solid
waste
management
policy
26
would
include,
in
order
of
most-preferred
to
least-preferred,
27
volume
reduction
at
the
source,
recycling
and
reuse,
waste
28
conversion
technologies,
combustion
with
energy
recovery,
and
29
other
approved
techniques
of
solid
waste
management
including
30
but
not
limited
to
combustion
for
waste
disposal
and
disposal
31
in
sanitary
landfills.
