Section
1.
Section
321.34,
Code
2015,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
11C.
Special
Olympics
plates.
3
a.
Upon
application
and
payment
of
the
proper
fees,
the
4
director
may
issue
special
Olympics
plates
to
the
owner
of
a
5
motor
vehicle
subject
to
registration
under
section
321.109,
6
subsection
1,
motor
truck,
motor
home,
multipurpose
vehicle,
7
motorcycle,
trailer,
or
travel
trailer.

b.
Special
Olympics
plates
shall
be
designed
by
the
9
department.

c.
The
special
fee
for
letter-number
designated
special
11
Olympics
plates
is
twenty-five
dollars.
The
fee
for
12
personalized
special
Olympics
plates
is
twenty-five
dollars,
13
which
shall
be
paid
in
addition
to
the
special
fee
of
14
twenty-five
dollars.
The
fees
collected
by
the
director
under
15
this
subsection
shall
be
paid
monthly
to
the
treasurer
of
16
state
and
deposited
in
the
road
use
tax
fund.
The
treasurer
17
of
state
shall
transfer
monthly
from
the
statutory
allocations
18
fund
created
under
section
321.145,
subsection
2,
to
the
19
special
Olympics
fund
created
under
section
8.8,
the
amount
20
of
the
special
fees
collected
in
the
previous
month
for
the
21
special
Olympics
plates.
Notwithstanding
section
8.33,
moneys
22
transferred
under
this
subsection
shall
not
revert
to
the
23
general
fund
of
the
state.

d.
Upon
receipt
of
the
special
registration
plates,
the
25
applicant
shall
surrender
the
current
registration
plates
to
26
the
county
treasurer.
The
county
treasurer
shall
validate
27
the
special
registration
plates
in
the
same
manner
as
regular
28
registration
plates
are
validated
under
this
section.
The
29
annual
special
fee
for
letter-number
designated
special
30
Olympics
plates
is
ten
dollars,
which
shall
be
paid
in
addition
31
to
the
regular
annual
registration
fee.
The
annual
fee
for
32
personalized
special
Olympics
plates
is
five
dollars,
which
33
shall
be
paid
in
addition
to
the
annual
special
fee
and
the
34
regular
annual
registration
fee.
The
annual
special
Olympics

credited

under

amended
to
read
as
follows:

amounts
required
to
be
transferred
pursuant
to

321.34
from
revenues
available
under
this
subsection

shall
be
transferred
and
credited
as
provided
in
section

321.34,
subsections
7,
10,
10A,
11,
11A,
11B,
11C,
13,
16,
17,
7
18,
19,
20,
20A,
20B,
20C,
21,
22,
23,
24,
25,
and
26
for
the

various
purposes
specified
in
those
subsections.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
provides
for
the
issuance
of
special
Olympics
13
license
plates
designed
by
the
department
of
transportation.
14
An
owner
of
a
motor
vehicle
may
receive
special
Olympics
plates
15
after
paying
a
$25
special
fee,
and
a
$10
annual
registration
16
fee.
An
owner
of
a
motor
vehicle
may
receive
personalized
17
special
Olympics
plates
after
paying
an
additional
$25
special
18
fee,
and
an
additional
$5
annual
registration
fee.
The
19
annual
registration
fees
are
in
addition
to
the
regular
annual
20
registration
fee.
21
The
fees
collected
shall
be
deposited
in
the
road
use
tax
22
fund.
The
treasurer
of
state
shall
transfer
monthly
from
the
23
statutory
allocations
fund
to
the
special
Olympics
fund
the
24
amount
of
the
special
fees
collected
in
the
previous
month
for
25
the
special
Olympics
plates.
