26.9A
Preference
for
apprenticeship

sponsors.

1.
An
Iowa-based
apprenticeship
sponsor,
as
defined
in
3
section
15B.2,
shall
receive
preference
in
the
awarding
of
4
contracts
as
long
as
the
apprenticeship
sponsor’s
bid
is
5
comparable
in
price
to
bids
submitted
by
other
businesses
and
6
otherwise
meets
the
required
specifications
of
this
chapter.

2.
If
the
laws
of
another
state
mandate
a
percentage
8
preference
for
businesses
from
that
state
and
the
effect
of
9
the
preference
is
that
bids
of
Iowa-based
businesses
that
are
10
otherwise
low
and
responsive
are
not
selected
in
the
other
11
state,
the
same
percentage
preference
shall
be
applied
to
12
Iowa-based
businesses
when
businesses
from
that
other
state
bid
13
on
public
construction
projects
in
this
state.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
members
of
the
general
assembly.

This
bill
provides
a
preference
to
Iowa-based
businesses,
18
similar
to
existing
preference
provisions
in
Code
section
19
8A.311.
According
to
the
bill,
Iowa-based
businesses
that
20
operate
a
program
registered
with
the
United
States
department
21
of
labor,
office
of
apprenticeship,
defined
in
Code
section
22
15B.2
as
an
“apprenticeship
sponsor”,
shall
receive
a
23
preference
in
the
awarding
of
contracts
for
public
improvement
24
projects,
as
long
as
the
bid
is
comparable
in
price
to
bids
25
submitted
by
other
businesses
and
otherwise
meets
the
required
26
specifications
of
Code
chapter
26.

The
bill
also
provides
that
if
another
state
requires
28
a
percentage
preference
for
in-state
businesses
such
that
29
Iowa-based
businesses
who
provide
low
and
responsive
bids
are
30
not
awarded
the
project
in
that
state,
the
same
percentage
31
preference
will
be
applied
to
Iowa-based
businesses
when
32
businesses
from
that
other
state
bid
on
public
construction

projects
in
this
state.
