Section
1.
Section
303.3,
subsection
2,
Code
2015,
is
1
amended
to
read
as
follows:
2
2.
a.
The
department
shall
establish
a
grant
program
3
which
provides
general
operating
budget
support
to
major,
4
multidisciplined
cultural
organizations
which
demonstrate
5
cultural
and
managerial
excellence
on
a
continuing
basis
to
the
6
citizens
of
Iowa.
Applicant
organizations
must
be
incorporated
7
under
chapter
504
,
be
exempt
from
federal
taxation,
and
not
8
be
attached
or
affiliated
with
an
educational
institution.
9
Eligible
organizations
shall
be
operated
on
a
year-round
basis
10
and
employ
at
least
one
full-time,
paid
professional
staff
11
member.
The
department
shall
establish
criteria
for
review
and
12
approval
of
grant
applications.
Criteria
established
shall
13
include,
but
are
not
limited
to,
a
matching
funds
requirement.
14
The
matching
funds
requirement
shall
permit
an
applicant
15
to
meet
the
matching
requirement
by
demonstrating
that
the
16
applicant’s
budget
contains
funds,
other
than
state
and
federal
17
funds,
in
excess
of
the
grant
award.
18
b.
An
organization
receiving
a
grant
pursuant
to
this
19
subsection
shall
not
use
the
funds
received
on
travel
expenses
20
or
professional
development.
21
c.
An
organization
receiving
a
grant
pursuant
to
this
22
subsection
shall
file
a
report
with
the
department
within
23
forty-five
days
after
the
end
of
the
organization’s
fiscal
24
year.
The
report
shall
include
information
on
the
expenditure
25
of
the
grant
moneys
and
other
information
as
determined
by
the
26
department
by
rule.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
29
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
concerns
the
cultural
grant
program
administered
31
by
the
department
of
cultural
affairs
that
provides
general
32
operating
budget
support
to
certain
cultural
organizations.
33
The
bill
prohibits
an
organization
receiving
a
cultural
grant
34
under
the
program
from
using
the
funds
for
travel
expenses
35

The
bill
also
requires
the

organization
to
file
a
report
detailing
the
expenditures
of
the
2
grant
money
with
the
department
of
cultural
affairs
within

organization’s
fiscal
