There

the
general
fund
of
the
state
to
the

health
for
the
fiscal

beginning

the

medical
provider
training
and

coordination
of
protocols
for
rural
emergency

management

and
hospital
personnel,
the
implementation

regional
plans
for
rapid
transport
and
transfer
