H.F. 459 Section 1. HEART ATTACK TREATMENT —— APPROPRIATION. There 1 is appropriated from the general fund of the state to the 2 department of public health for the fiscal year beginning July 3 1, 2015, and ending June 30, 2016, the following amount, or 4 so much thereof as is necessary, to be used for the purposes 5 designated: 6 For a collaborative effort between the department of public 7 health, the Iowa emergency medical services association, the 8 American heart association, midwest affiliate, Iowa’s health 9 systems and hospitals, and emergency medical service providers, 10 to supplement funding received through a grant from the Leona 11 M. and Harry B. Helmsley charitable trust for a program to 12 enhance systems of care, save lives, and improve outcomes 13 for heart attack patients in rural Iowa called the mission: 14 lifeline program: 15 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,000,000 16 Funds appropriated under this section shall be used to 17 enhance the critical elements of an optimal ST-elevated 18 myocardial infarction (STEMI) system of care including the 19 provision of 12-lead electrocardiogram (EKG) machines, the 20 provision of a systemwide data tool for quality measurement 21 and improvement, ongoing medical provider training and STEMI 22 education, coordination of protocols for rural emergency 23 management systems and hospital personnel, the implementation 24 of regional plans for rapid transport and transfer of patients, 25 the implementation of a public education campaign on heart 26 attack signs and symptoms and the need to activate the 911 27 system, and the provision of assistance to hospitals and 28 emergency medical services providers in acquiring essential 29 electrocardiogram equipment and training. 30 EXPLANATION 31 The inclusion of this explanation does not constitute agreement with 32 the explanation’s substance by the members of the general assembly. 33 This bill appropriates $1 million to the department 34 of public health (DPH) for FY 2015-2016 to be used for a 35 -1- LSB 2458YH (2) 86 pf/nh 1/ 2
