H.F. 451 Section 1. NEW SECTION . 272.16 Special education 1 endorsements. 2 The board shall adopt rules for the issuance of the following 3 endorsements for special education instruction: 4 1. Instructional strategist I: mild and moderate, 5 authorizing instruction at various grade levels in mild and 6 moderate instructional special education programs without 7 regard to the instructional model for students under the 8 following four endorsement options: 9 a. Option 1 for instruction for students in kindergarten 10 through grade eight. The applicant must hold a regular 11 elementary endorsement and present evidence of having completed 12 the following program requirements: 13 (1) Foundations of special education. 14 (2) Characteristics of learners. 15 (3) Assessment, diagnosis, and evaluation. 16 (4) Methods and strategies. 17 (5) Managing student behavior and social interaction 18 skills. 19 (6) Communication and collaborative partnerships. 20 (7) Student teaching in a kindergarten through grade eight 21 mild and moderate special education program. 22 b. Option 2 for instruction for students in kindergarten 23 through grade eight. The applicant must hold either a 24 kindergarten through grade eight or grades five through 25 twelve special education instructional endorsement, meet 26 the requirements of paragraph “a” , and meet the following 27 requirements: 28 (1) Child growth and development with emphasis on the 29 emotional, physical, and mental characteristics of elementary 30 age children, unless completed as part of the professional 31 education core. 32 (2) Methods and materials for teaching elementary language 33 arts. 34 (3) Remedial reading. 35 -1- LSB 2167YH (4) 86 kh/rj 1/ 6
H.F. 451 (4) Elementary curriculum methods and materials, unless 1 completed as part of another elementary level endorsement 2 program. 3 (5) Methods and materials for teaching elementary 4 mathematics. 5 c. Option 3 for instruction for students in grades five 6 through twelve. The applicant must hold a regular teaching 7 endorsement and present evidence of having completed the 8 following program requirements: 9 (1) The requirements specified in paragraph “a” , 10 subparagraphs (1) through (6), appropriate for specified age 11 and grade levels. 12 (2) Transitional collaboration appropriate for specified 13 age and grade levels. 14 (3) Student teaching in a grade five through twelve mild and 15 moderate special education program. 16 d. Option 4 for instruction for students in grades five 17 through twelve. The applicant must hold a valid practitioner 18 license with either a kindergarten through grade eight or 19 grades five through twelve special education instructional 20 endorsement, meet the requirements of paragraph “c” , and meet 21 the following requirements: 22 (1) Adolescent growth and development with emphasis on the 23 emotional, physical, and mental characteristics of adolescent 24 age children, unless completed as part of the professional 25 education core. 26 (2) Adolescent reading or secondary content area reading. 27 (3) Secondary or adolescent reading diagnosis and 28 remediation. 29 (4) Methods and materials for teaching adolescents with 30 mathematics difficulties or mathematics for the secondary level 31 special education teacher. 32 (5) Secondary methods unless completed as part of the 33 professional education core. 34 2. H.F. 451 learning disabilities, authorizing instruction in programs 1 serving students with behavior disorders and learning 2 disabilities from ages five through twenty-one, or until age 3 twenty-four if the conditions specified in section 256B.8 4 apply. The applicant must present evidence of having completed 5 the following program requirements: 6 a. The requirements specified in subsection 1, paragraph 7 “c” , subparagraphs (1) and (2), focused on individuals with 8 behavior disorders and learning disabilities and appropriate to 9 the ages and grade levels specified in this subsection. 10 b. Student teaching in programs across the age levels 11 specified in this subsection. If the student teaching program 12 has a unique age-level emphasis, the experience must include 13 planned activities which incorporate interactive experiences 14 at the other age levels. 15 3. Instructional strategist II: intellectual disabilities, 16 authorizing instruction in programs serving students with 17 intellectual disabilities from ages five through twenty-one, or 18 until age twenty-four if the conditions specified in section 19 256B.8 apply. The applicant must present evidence of having 20 completed the requirements specified in subsection 2 focused on 21 individuals with intellectual disabilities and appropriate to 22 the ages and grade levels specified in this subsection. 23 4. Instructional strategist II: physical disabilities, 24 authorizing instruction in programs serving students with 25 physical disabilities from ages five through twenty-one, or 26 until age twenty-four if the conditions specified in section 27 256B.8 apply. The applicant must present evidence of having 28 completed the requirements specified in subsection 2 focused on 29 individuals with physical disabilities and appropriate to the 30 ages and grade levels specified in this subsection. 31 5. Kindergarten through grade eight mildly disabled 32 endorsement, authorizing instruction to mildly disabled 33 children who require special education program adaptations 34 while assigned to a regular classroom for basic instructional 35 -3- LSB 2167YH (4) 86 kh/rj 3/ 6
H.F. 451 purposes, or mildly disabled students placed in a special 1 education class who receive part of their instruction in a 2 regular classroom, or mildly disabled students requiring 3 specially designed instruction while assigned to a regular 4 classroom for basic instructional purposes. The applicant must 5 hold the general elementary classroom endorsement and one of 6 the following endorsements at the elementary level: learning 7 disabilities, mild to moderate intellectual disabilities, 8 behavioral disorders, multicategorical resource room, or 9 multicategorical-special class with integration. 10 6. Grades five through twelve mildly disabled endorsement, 11 authorizing instruction to mildly disabled children who 12 require special education program adaptations while assigned 13 to a regular classroom for basic instructional purposes, or 14 mildly disabled students placed in a special education class 15 who receive part of their instruction in a regular classroom, 16 or mildly disabled students requiring specially designed 17 instruction while assigned to a regular classroom for basic 18 instructional purposes. The applicant must hold a regular 19 teaching endorsement and one of the following endorsements at 20 the secondary level designed for programs serving primarily 21 mildly disabled students: learning disabilities, mild to 22 moderate intellectual disabilities, behavioral disorders, 23 multicategorical resource room or multicategorical-special 24 class with integration. 25 EXPLANATION 26 The inclusion of this explanation does not constitute agreement with 27 the explanation’s substance by the members of the general assembly. 28 This bill directs the board of educational examiners to 29 adopt rules for the issuance of six specific special education 30 endorsements authorizing teachers to provide special education 31 instruction at the kindergarten through grade 8 (K-8) and grade 32 5 through grade 12 (5-12) levels, and for age 5 up to age 24. 33 The endorsements include the following: 34 The instructional strategist I: mild and moderate, 35 -4- LSB 2167YH (4) 86 kh/rj 4/ 6
H.F. 451 authorizing instruction at grade levels K-8 and 5-12 in mild 1 and moderate instructional special education programs without 2 regard to the instructional model for students under four 3 endorsement options. 4 Instructional strategist II: behavior disorders and 5 learning disabilities, authorizing instruction in programs 6 serving students with behavior disorders and learning 7 disabilities from ages 5-21, or until age 24 if certain 8 conditions apply. 9 Instructional strategist II: intellectual disabilities, 10 authorizing instruction in programs serving students with 11 intellectual disabilities from ages 5-21, or until age 24 if 12 certain conditions apply. 13 Instructional strategist II: physical disabilities, 14 authorizing instruction in programs serving students with 15 physical disabilities from ages 5-21, or until age 24 if 16 certain conditions apply. 17 K-8 mildly disabled endorsement, authorizing instruction to 18 mildly disabled children who require special education program 19 adaptations while assigned to a regular classroom for basic 20 instructional purposes, or mildly disabled students placed in a 21 special education class who receive part of their instruction 22 in a regular classroom, or mildly disabled students requiring 23 specially designed instruction while assigned to a regular 24 classroom for basic instructional purposes. 25 Grades 5-12 mildly disabled endorsement, authorizing 26 instruction to mildly disabled children who require special 27 education program adaptations while assigned to a regular 28 classroom for basic instructional purposes, or mildly disabled 29 students placed in a special education class who receive 30 part of their instruction in a regular classroom, or mildly 31 disabled students requiring specially designed instruction 32 while assigned to a regular classroom for basic instructional 33 purposes. 34 The endorsements specified in the bill are currently issued 35 -5- LSB 2167YH (4) 86 kh/rj 5/ 6
H.F. 451 by the board, but the board has submitted to the administrative 1 rules review committee notice of intended action to eliminate 2 the current endorsements on July 1, 2019, and replace them with 3 a K-12 special education endorsement authorizing instruction 4 in all K-12 special education programs for all students 5 with disabilities except students with visual or hearing 6 impairments, and with special education specializations, 7 which are not endorsements and are not required for specific 8 assignments, but may be added to a teaching license by the 9 completion of an additional 15 credit hours dedicated to 10 the specialization beyond the special education endorsement 11 requirements. The specializations allow applicants to 12 demonstrate expanded knowledge and skills with specific 13 disability categories, including intellectual disabilities, 14 autism spectrum disorders, behavioral/emotional disorders, 15 multiple disabilities, and physical disabilities. 16 -6- LSB 2167YH (4) 86 kh/rj 6/ 6
