Section
1.
Section
257.11,
Code
2015,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
7A.
School
district
per
pupil
transportation

cost.

a.
In
order
to
provide
additional
funds
for
school
districts
5
with
district
transportation
costs
per
pupil
in
excess
of
6
the
state
average
transportation
costs
per
pupil,
as
those
7
amounts
are
determined
under
section
257.31,
subsection
17,
8
a
supplementary
weighting
plan
for
determining
enrollment
is
9
adopted.

b.
A
supplementary
weighting
amount
per
pupil
as
determined
11
under
paragraph
“c”
shall
be
assigned
to
each
transported
pupil
12
of
a
school
district
that
meets
the
requirement
of
paragraph
13
“a”
.

c.
For
each
budget
year,
the
department
of
management
shall
15
calculate
a
supplementary
weighting
amount
per
pupil
using
data
16
from
the
base
year
to
generate
an
amount
for
each
transported
17
pupil
in
each
school
district
meeting
the
requirement
of
18
paragraph
“a”
equal
to
fifteen
million
dollars
divided
by
the
19
total
number
of
transported
pupils
in
all
school
districts
that
20
meet
the
requirement
of
paragraph
“a”
.

d.
Eligibility
for
supplementary
weighting
under
this
22
subsection
shall
not
affect
a
school
district’s
eligibility
for
23
transportation
assistance
under
section
257.31,
subsection
17.

Sec.
2.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
25
immediate
importance,
takes
effect
upon
enactment.

Sec.
3.
APPLICABILITY.
This
Act
applies
to
school
budget
27
years
beginning
on
or
after
July
1,
2015.

EXPLANATION
29
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
30
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
establishes
a
supplementary
weighting
plan
for
32
those
school
districts
with
district
transportation
costs
per
33
pupil
in
excess
of
the
state
average
transportation
costs
34
per
pupil.
The
bill
requires
the
department
of
management

calculate
a
supplementary
weighting
amount
per
pupil
for

each
school
district
meeting
such
a
requirement
to
generate

an
amount
for
each
transported
pupil
in
each
eligible
school

equal

million

the
total
number
of

transported
pupils
in
all
eligible
school
districts.

The
bill
provides
that
eligibility
for
supplementary
6
weighting
under
the
bill
does
not
affect
a
school
district’s
7
eligibility
for
transportation
assistance
from
the
school
8
budget
review
committee
under
Code
section
257.31(17).

The
bill
takes
effect
upon
enactment
and
applies
to
school
10
budget
years
beginning
on
or
after
July
1,
2015.
