the

beginning

as
those
amounts
were
determined

that
budget

under
section
257.31,
subsection
17,
paragraph

.

For
each
fiscal
year
beginning
on
or
after
July
1,
2015,

but
before
July
1,
2018,
there
is
appropriated
from
the
general

fund
of
the
state
to
the
department
of
management
an
amount

necessary
to
pay
the
transportation
aid
supplements
calculated
13
under
subsection
2.

For
each
school
district
that
meets
the
requirements
15
of
subsection
1,
paragraph
“a”
,
the
transportation
aid
16
supplement
amount
shall
be
equal
to
the
district’s
actual
17
enrollment
used
to
calculate
the
district’s
average
18
transportation
costs
per
pupil
for
the
budget
year
beginning
19
July
1,
2013,
under
section
257.31,
subsection
17,
paragraph
20
“c”
,
multiplied
by
the
difference
between
the
district’s
21
average
transportation
costs
per
pupil
and
the
state
average
22
transportation
costs
per
pupil,
as
those
amounts
were
23
determined
for
the
budget
year
beginning
July
1,
2013,
under
24
section
257.31,
subsection
17,
paragraph
“c”
.
However,
25
such
resulting
amount
shall
be
reduced
by
the
amount
of
26
transportation
assistance
aid
received
by
the
district
under
27
section
257.31,
subsection
17,
for
the
budget
year
in
which
the
28
district
receives
aid
under
this
section.

b.
(1)
For
the
budget
year
beginning
July
1,
2015,
each
30
school
district
with
average
transportation
costs
per
pupil
31
for
the
budget
year
beginning
July
1,
2013,
that
exceeded
six
32
hundred
forty-two
dollars
shall
receive
a
transportation
aid
33
supplement.

each

2017,
each
school

district
with
average
transportation
costs
per
pupil
for
the

budget
year
beginning
July
1,
2013,
that
exceeded
three
hundred

eighteen
dollars
but
was
less
than
five
hundred
eighteen

dollars
shall
receive
a
transportation
aid
supplement.

3.
Amounts
received
by
a
school
district
from
a
10
transportation
aid
supplement
shall
be
deposited
in
the
11
general
fund
of
the
school
district
and
expended
only
for
the
12
cost
of
repairing,
maintaining,
and
fueling
school
district
13
transportation
equipment
and
school
buses,
as
defined
in
14
section
321.1,
subsection
69.
Revenues
received
by
a
school
15
district
under
this
section
are
miscellaneous
income
and
shall
16
not
be
included
in
district
cost.

4.
Except
for
an
adjustment
in
the
amount
of
the
18
transportation
aid
supplement
under
subsection
2,
paragraph
19
“a”
,
participation
in
the
transportation
aid
supplement
20
program
under
this
section
shall
not
affect
a
school
district’s
21
eligibility
for
transportation
assistance
under
section
257.31,
22
subsection
17.

5.
This
section
is
repealed
on
July
1,
2018.

Sec.
2.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
25
immediate
importance,
takes
effect
upon
enactment.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
establishes
a
transportation
aid
supplement

program
to
provide
additional
funding
for
school
districts

in
which
the
district
transportation
costs
per
pupil
for
the
32
budget
year
beginning
July
1,
2013,
exceeded
the
state
average
33
transportation
costs
per
pupil
for
the
budget
year
beginning

July
1,
2013.

The
bill
appropriates
an
amount
necessary
from
the
1
general
fund
of
the
state
for
each
fiscal
year
beginning
on
2
or
after
July
1,
2015,
but
before
July
1,
2018,
to
pay
the
3
transportation
aid
supplements
authorized
in
the
bill.

For
each
eligible
school
district,
the
transportation
aid
5
supplement
amount
is
equal
to
the
district’s
actual
enrollment
6
used
to
calculate
the
district’s
average
transportation
7
costs
per
pupil
for
the
budget
year
beginning
July
1,
2013,
8
multiplied
by
the
remainder
of
the
district’s
average
9
transportation
costs
per
pupil
minus
the
state
average
10
transportation
costs
per
pupil,
as
those
amounts
were
11
determined
for
the
budget
year
beginning
July
1,
2013.
The
12
bill
provides
for
a
reduction
in
such
aid
amounts
if
the
13
district
receives
transportation
assistance
aid
from
the
school
14
budget
review
committee
under
Code
section
257.31(17)
for
the
15
budget
year
in
which
the
district
receives
the
transportation
16
aid
under
the
bill.

Under
the
bill,
for
the
budget
year
beginning
July
1,
2015,
18
each
school
district
with
average
transportation
costs
per
19
pupil
for
the
budget
year
beginning
July
1,
2013,
that
exceeded
20
$642
shall
receive
a
transportation
aid
supplement.
For
the
21
budget
year
beginning
July
1,
2016,
each
school
district
with
22
average
transportation
costs
per
pupil
for
the
budget
year
23
beginning
July
1,
2013,
that
exceeded
$518
but
was
less
than
24
$642
shall
receive
a
transportation
aid
supplement.
For
the
25
budget
year
beginning
July
1,
2017,
each
school
district
with
26
average
transportation
costs
per
pupil
for
the
budget
year
27
beginning
July
1,
2013,
that
exceeded
$318
but
was
less
than
28
$518
shall
receive
a
transportation
aid
supplement.

The
bill
requires
amounts
received
from
a
transportation
30
aid
supplement
to
be

in
the
general
