H.F. 428 Section 1. NEW SECTION . 256.34 Attendance center 1 performance scoring system. 2 1. For the purpose of this section, “achievement growth” 3 means a valid and reliable measurement of academic progress 4 over an academic year that exceeds the normative peer reference 5 group’s rate of academic progress during the same academic 6 year. 7 2. The department shall develop an attendance center 8 performance scoring system that calculates aggregate growth as 9 well as aggregate proficiency of students which when combined 10 with other academic indicators results in an overall school 11 performance score for each attendance center and for the entire 12 school district. This information must be posted on the 13 department’s internet site with information for each attendance 14 center listed separately. 15 3. The department shall develop criteria and a process 16 for school districts to use to establish specific performance 17 goals and to evaluate the performance of each attendance 18 center operated by the school district in order to arrive at 19 an overall school performance score for each attendance center 20 as well as for the entire school district. The criteria shall 21 include but not be limited to student achievement growth, 22 parent involvement, student attendance, employee turnover, and 23 community activities and involvement. 24 4. The department shall develop a student achievement 25 growth indicator that acknowledges attendance centers whose 26 annual rates of student achievement growth are higher than the 27 statewide average annual rate of student achievement growth. 28 The criteria for student achievement growth shall recognize 29 an attendance center or school district whose students, 30 in one academic year, achieve two or more academic years 31 of academic progress in comparison with the normative peer 32 reference group. Additionally, a closing gap score shall be 33 calculated as another measure to determine subgroup performance 34 and to rank and classify attendance centers. H.F. 428 indicators shall be defined as criterion-referenced variables 1 and shall include but not be limited to graduation rates and 2 college-readiness rates. Additional indicators of achievement 3 and progress may include post-graduation data, suspension 4 and expulsion rates, levels of student engagement, parent 5 satisfaction, parent engagement, and staff working conditions. 6 5. The overall school performance score may be used to do 7 the following: 8 a. Determine the level of support and specialized assistance 9 which must be provided to schools scoring at the lowest 10 performance levels statewide. 11 b. Recognize and share the best practices of schools scoring 12 at the highest performance levels statewide. 13 6. By June 30, 2015, the department shall provide technical 14 support and services to school districts for purposes of 15 aligning the attendance center performance scoring system 16 outcomes with the accreditation standards and process 17 established under section 256.11. The department shall release 18 the attendance center performance scoring system’s scores and 19 ranking data to the school districts beginning September 1, 20 2016, and annually by September 1 thereafter. The department 21 shall release the attendance center performance scoring 22 system’s scores and ranking data to the public no sooner than 23 October 1, 2016, and annually by October 1 thereafter. 24 Sec. 2. 2013 Iowa Acts, chapter 121, section 73, is amended 25 by striking the section. 26 Sec. 3. PROFESSIONAL DEVELOPMENT FOR SCHOOL DISTRICTS 27 BY DEPARTMENT OF EDUCATION. From July 1, 2015, through 28 August 31, 2016, the department shall provide professional 29 development to school district instructional staff relating 30 to Iowa’s differentiated accountability model. At a minimum, 31 the professional development opportunities shall include 32 definitions of the metrics included in the attendance center 33 performance scoring system’s rankings, resources and suggested 34 best instructional practices for school districts in the 35 -2- LSB 2340YH (7) 86 kh/rj 2/ 4
H.F. 428 lower half of the rankings, and assistance with communication 1 templates and strategies school districts may use to explain to 2 the community in clear and concise terms for a diverse audience 3 the rankings and their significance in identifying areas for 4 improvement at attendance centers and in school districts. 5 EXPLANATION 6 The inclusion of this explanation does not constitute agreement with 7 the explanation’s substance by the members of the general assembly. 8 This bill directs the department of education to develop an 9 attendance center performance scoring system that calculates 10 aggregate growth as well as aggregate proficiency of students 11 which when combined with other academic indicators results in 12 an overall school performance score for each attendance center 13 and for the entire school district, to publish the results 14 on the department’s internet site, and by June 30, 2015, to 15 provide technical support and services to school districts for 16 purposes of aligning the attendance center performance scoring 17 system outcomes with the accreditation standards and process 18 established under Code section 256.11. 19 The department shall develop criteria and a process for 20 school districts to use to establish specific performance 21 goals and to evaluate the performance of each attendance 22 center operated by the school district in order to arrive at 23 an overall school performance score for each attendance center 24 as well as for the entire school district. The department shall 14 release the attendance center scores and ranking data to the 15 public annually no sooner than October 1, 2016, and annually 16 by October 1 thereafter. 17 The department is directed to provide, from July 1, 2015, 18 through August 31, 2016, professional development to school 19 district instructional staff relating to Iowa’s differentiated 20 accountability model. At a minimum, the professional 21 development opportunities shall include definitions of the 22 metrics included in the attendance center rankings resources 23 and suggested best instructional practices for districts in the 24 lower half of the rankings, and assistance with communication 25 templates and strategies school districts may use to explain to 26 the community in clear and concise terms for a diverse audience 27 the rankings and their significance in identifying areas for 28 improvement at attendance centers and in school districts. 29 The bill strikes a provision established in session law 30 in 2013 directing the department to develop and establish 31 attendance center performance rankings and to submit its 32 findings and recommendations in a report to the state board of 33 education, the governor, and the general assembly by July 1, 34 2014. 35 -4- LSB 2340YH (7) 86 kh/rj 4/ 4
