H.F. 406 Section 1. Section 28E.32, subsection 2, Code 2015, is 1 amended to read as follows: 2 2. The written agreement shall state the purposes of the 3 agreement and the services to be provided. The agreement shall 4 state the duration of the agreement and provide for renewal or 5 cancellation of the agreement. The agreement shall provide 6 for budget and revenue commitments from each municipality and 7 include financial information related to the acquisition, 8 maintenance, and depreciation of equipment and facilities 9 necessary to fulfill the agreement and a statement that the 10 municipalities have considered whether the agreement under this 11 section should also include, in part, an agreement executed 12 pursuant to section 28E.41 to provide for the construction or 13 acquisition, furnishing, operation, or maintenance of any joint 14 public building or buildings for common use. 15 EXPLANATION 16 The inclusion of this explanation does not constitute agreement with 17 the explanation’s substance by the members of the general assembly. 18 This bill relates to agreements between municipalities of 19 this state for the provision of fire and emergency services. 20 The bill requires that such agreements include budget and 21 revenue commitments from each municipality entering into such 22 an agreement. The bill also requires that such an agreement 23 include financial information related to the acquisition, 24 maintenance, and depreciation of equipment and facilities 25 necessary to fulfill the agreement and a statement that the 26 municipalities have considered whether the agreement should 27 also include, in part, an agreement executed pursuant to Code 28 section 28E.41.
