Section
1.
REVIEW
AND
ADJUSTMENT
OF
CHILD
SUPPORT

ORDERS.
The
department
of
human
services
shall
adopt
rules
2
pursuant
to
chapter
17A
to
provide
that
procedures
to
adjust
a
3
child
support
obligation
following
a
periodic
or
request
for
4
review
shall
be
initiated
if,
with
reference
to
the
variance
5
of
the
present
child
support
obligation
from
the
child
support
6
guidelines,
the
present
child
support
obligation
varies
from
7
the
child
support
guidelines
by
more
than
fifteen
percent.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
10
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
directs
the
department
of
human
services
(DHS)
to
12
adopt
rules
relating
to
initiation
of
procedures
to
adjust
a
13
child
support
obligation
based
on
the
outcome
of
the
review
14
process.
Current
rules
adopted
under
Code
chapters
252B
(child
15
support
recovery)
and
252H
(adjustment
and
modification
of
16
support
orders)
provide
that
one
of
the
criterion
for
adjusting
17
a
child
support
obligation,
following
a
periodic
review
or
a
18
request
for
review
of
a
child
support
obligation,
is
that
based
19
on
the
review
outcome
the
present
child
support
obligation
20
varies
from
the
Iowa
supreme
court
mandatory
child
support
21
guidelines
by
more
than
20
percent.
The
bill
directs
DHS
to
22
adopt
rules
to
change
the
percentage
to
15
percent.
