Section
1.
Section
35A.16,
Code
2015,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
5.
a.
A
county
commissions
of
veteran
3
affairs
reversion
account
shall
be
established
within
the
4
county
commissions
of
veteran
affairs
fund.
Any
moneys
5
received
by
a
county
commission
of
veteran
affairs
pursuant
to
6
subsection
3
that
are
reimbursed
or
otherwise
returned
to
the
7
department
shall
be
credited
to
the
account.
Moneys
in
the
8
account
shall
be
used
to
provide
grants
to
county
commissions
9
to
provide
services
under
chapter
35B.
The
department
shall
10
establish
rules
to
allow
a
county
commission
with
insufficient
11
funds
to
provide
requested
services
to
apply
for
a
grant
from
12
the
account
and
to
require
reporting
to
the
department
on
13
expenditure
of
the
grant
moneys.
14
b.
Moneys
distributed
to
a
county
under
this
subsection
15
shall
be
used
to
supplement
and
not
supplant
any
existing
16
funding
provided
by
the
county
or
received
by
the
county
under
17
subsection
3
or
from
any
other
source.

EXPLANATION
19
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
20
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
establishes
a
county
commissions
of
veteran
22
affairs
reversion
account
within
the
county
commissions
of
23
veteran
affairs
fund.
Under
current
law,
a
county
commission
24
of
veteran
affairs
receives
a
$10,000
annual
allocation
from
25
the
department
of
veterans
affairs.
The
bill
provides
that
26
any
moneys
returned
to
the
department
from
that
allocation
be
27
credited
to
the
reversion
account
to
provide
grants
to
county
28
commissions
for
the
provision
of
services
under
Code
chapter
29
35B.
The
bill
requires
that
the
department
establish
rules
to
30
allow
a
county
commission
with
insufficient
moneys
to
provide
31
requested
services
to
apply
for
a
grant
from
the
account
and
to
32
require
reporting
to
the
department
on
grant
expenditures.
The
33
bill
also
provides
that
grant
moneys
distributed
to
a
county
34
be
used
to
supplement
and
not
supplant
any
existing
funding
