H.F. 350 Section 1. CONTINUATION OF MEDICAID PROGRAM ELIGIBILITY 1 POST-DISCHARGE FROM STATE TRAINING SCHOOL AT ELDORA. The 2 department of human services shall extend Medicaid program 3 coverage provisions pursuant to section 249A.3, subsection 4 1, paragraph “w”, to also apply to individuals who otherwise 5 meet the criteria specified therein, with the exception of 6 being in foster care, and who are instead discharged from the 7 state training school at Eldora, regardless of whether federal 8 financial participation is provided. The department of human 9 services may adopt rules pursuant to chapter 17A to administer 10 this section. 11 EXPLANATION 12 The inclusion of this explanation does not constitute agreement with 13 the explanation’s substance by the members of the general assembly. 14 This bill directs the department of human services (DHS) to 15 extend coverage currently provided under the Medicaid program 16 for individuals who are under age 26, in foster care under the 17 responsibility of the state on the date of attaining 18 years 18 of age or a higher age to which foster care is provided, and 19 are enrolled in the Medicaid program while in such foster care, 20 to also apply to individuals who otherwise meet the criteria 21 specified, with the exception of being in foster care, and 22 who are instead discharged from the state training school at 23 Eldora, regardless of whether federal financial participation 24 is provided.
