1.
Section
257.8,
subsections
1

2,
Code
2015,

amended
to
read
as
follows:

percent

growth.
The
state
percent
of
growth

for
the
budget
year
beginning
July
1,
2012,
is
two
percent.

The
state
percent
of
growth
for
the
budget
year
beginning
July
5
1,
2013,
is
two
percent.
The
state
percent
of
growth
for
the
6
budget
year
beginning
July
1,
2014,
is
four
percent.
The
state
7
percent
of
growth
for
each
subsequent
budget
year
shall
be
8
established
by
statute
which
shall
be
enacted
within
thirty
9
days
of
the
submission
in
the
year
preceding
the
base
year
of
10
the
governor’s
budget
under
section
8.21
.
However,
if
the
11
statute
establishing
the
state
percent
of
growth
for
a
budget
12
year
is
not
enacted
within
thirty
days
of
the
submission
in
the
13
year
preceding
the
base
year
of
the
governor’s
budget
under

section
8.21,
the
state
percent
of
growth
for
that
budget
year

is
four
percent.
The
establishment
of
the
state
percent
of

growth
for
a
budget
year
shall
be
the
only
subject
matter
of

the
bill
which
enacts
the
state
percent
of
growth
for
a
budget

year.

The
categorical

state
percent
of
growth
for
the
budget
year
beginning
July
1,

2012,
is

percent.
The
categorical
state
percent
of
growth

for
the
budget
year
beginning

2013,

percent.

The
categorical
state
percent
of
growth
for
the
budget
year

beginning
July
1,
2014,
is
four
percent.
The
categorical
state

percent
of
growth
for
each
budget
year
shall
be
established

by
statute
which
shall

enacted

the

percent

growth
may
include
state
percents

of
growth
for
the
teacher
salary
supplement,
the
professional

development
supplement,
the
early
intervention
supplement,
and

the
teacher
leadership
supplement.

Sec.
2.
APPLICABILITY.
This
Act
applies
to
school
budget
7
years
beginning
on
or
after
July
1,
2016.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
10
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
modifies
the
requirements
for
enacting
the
state
12
percent
of
growth
and
the
categorical
state
percent
of
growth
13
under
Code
section
257.8.
14
Current
law
requires
the
state
percent
of
growth
and
the
15
categorical
state
percent
of
growth
to
be
established
by
16
statute
within
30
days
of
the
submission
of
the
governor’s
17
budget
in
the
year
preceding
the
base
year.
The
bill
18
provides
that
if
the
statute
establishing
the
state
percent
19
of
growth
for
a
budget
year
is
not
enacted
within
30
days
of
20
the
submission
in
the
year
preceding
the
base
year
of
the
21
governor’s
budget
under
Code
section
8.21,
the
state
percent
of
22
growth
for
that
budget
year
is
4
percent.
The
bill
establishes
23
a
similar
requirement
for
the
failure
to
enact
the
statute
24
establishing
the
categorical
state
percent
of
growth
for
a
25
budget
year.
26
The
bill
applies
to
school
budget
years
beginning
on
or
after
27
July
1,
2016.
