The bill 18 provides that if the statute establishing the state percent 19 of growth for a budget year is not enacted within 30 days of 20 the submission in the year preceding the base year of the 21 governor’s budget under Code section 8.21, the state percent of 22 growth for that budget year is 4 percent. The bill establishes 23 a similar requirement for the failure to enact the statute 24 establishing the categorical state percent of growth for a 25 budget year. 26 The bill applies to school budget years beginning on or after 27 July 1, 2016. 28 -2- LSB 2298HH (2) 86 md/sc 2/ 2
