H.F. 296 Section 1. LEGISLATIVE SERVICES AGENCY —— PUBLIC COMMENT. 1 1. The legislative services agency shall establish 2 a process to allow members of the public to submit, with 3 attribution, video and written comments on legislation that is 4 the subject of a public hearing before the general assembly in 5 a manner consistent with any rules governing comments at the 6 public hearing. Persons submitting comments shall identify 7 the legislation and provide their name and address. Comments 8 will be reviewed for appropriateness prior to posting by the 9 legislative services agency. 10 2. Comments shall be posted on the general assembly’s 11 internet site and shall be linked, as applicable, to the bill 12 subject to comment. Comments shall be posted in a manner that 13 allows the public to share the comment and shall remain linked 14 to the bill identified until the start of the next general 15 assembly at which time the comments may be removed from the 16 internet site. 17 EXPLANATION 18 The inclusion of this explanation does not constitute agreement with 19 the explanation’s substance by the members of the general assembly. 20 This bill requires the legislative services agency to 21 establish a process to allow members of the public to submit, 22 with attribution, video and written comments on legislation 23 that is the subject of a public hearing before the legislature. 24 Comments submitted and posted shall be linked by bill on the 25 general assembly’s internet site and shall remain linked until 26 the start of the next general assembly. 27 -1- LSB 1931HH (7) 86 ec/sc 1/ 1
