Section
1.
MEDICAID
PROGRAM
——
ASSET,
INCOME,
AND
IDENTITY
1
VERIFICATION.
The
department
of
human
services
shall
issue
a
2
request
for
proposals
to
contract
with
a
third-party
vendor
to
3
establish
an
electronic
asset,
income,
and
identity
eligibility
4
verification
system
for
the
purposes
of
compliance
with
42
5
U.S.C.
§1396w
requiring
determination
or
redetermination
of
6
the
eligibility
of
an
individual
who
is
an
applicant
for
or
7
recipient
of
medical
assistance
under
the
Medicaid
state
plan
8
on
the
basis
of
being
aged,
blind,
or
disabled
in
accordance
9
with
42
U.S.C.
§1396w.
The
third-party
vendor
selected
shall
10
be
able
to
demonstrate
in
writing
its
current
relationships
11
or
contracts
with
financial
institutions
in
the
state
and
12
nationally.
Participation
by
financial
institutions
in
13
providing
account
balances
for
asset
verification
shall
remain
14
voluntary.

Sec.
2.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
16
immediate
importance,
takes
effect
upon
enactment.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
19
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
directs
DHS
to
issue
a
request
for
proposals
to
21
contract
with
a
third-party
vendor
to
establish
an
electronic
22
asset,
income,
and
identity
eligibility
verification
system
to
23
comply
with
a
federal
requirement
to
determine
and
redetermine
24
the
eligibility
of
certain
categories
of
persons
for
Medicaid.
25
The
bill
takes
effect
upon
enactment.
