Section
1.
Section
321.34,
Code
2016,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
28.
Agricultural
literacy
plates.
3
a.
The
department,
in
consultation
with
the
department
4
of
agriculture
and
land
stewardship
and
the
Iowa
agriculture
5
literacy
foundation,
shall
design
an
agricultural
literacy
6
distinguishing
processed
emblem.
Upon
receipt
of
two
hundred
7
fifty
orders
for
agricultural
literacy
special
registration
8
plates,
accompanied
by
a
start-up
fee
of
twenty
dollars
per
9
order,
the
department
shall
begin
issuing
special
registration
10
plates
with
an
agricultural
literacy
processed
emblem
as
11
provided
in
paragraphs
“b”
and
“c”
.

b.
An
owner
of
a
motor
vehicle
referred
to
in
subsection
13
12,
upon
written
application
to
the
department,
may
order
14
special
registration
plates
with
an
agricultural
literacy
15
processed
emblem.
The
special
fee
for
letter-number
designated
16
agricultural
literacy
plates
is
thirty-five
dollars.
The
fee
17
for
personalized
agricultural
literacy
plates
is
twenty-five
18
dollars,
which
shall
be
paid
in
addition
to
the
special
19
agricultural
literacy
fee
of
thirty-five
dollars.
The
fees
20
collected
by
the
director
under
this
paragraph
shall
be
paid
21
monthly
to
the
treasurer
of
state
and
deposited
in
the
road
22
use
tax
fund.
The
treasurer
of
state
shall
transfer
monthly
23
from
the
statutory
allocations
fund
created
under
section
24
321.145,
subsection
2,
to
the
department
of
agriculture
and
25
land
stewardship
the
amount
of
the
special
fees
collected
in
26
the
previous
month
for
the
agricultural
literacy
plates.
The
27
department
of
agriculture
and
land
stewardship
shall
distribute
28
one
hundred
percent
of
the
funds
received
monthly
to
the
Iowa
29
agriculture
literacy
foundation
to
be
used
for
grants,
awards,
30
and
scholarships
provided
by
the
foundation.
Notwithstanding
31
section
8.33,
moneys
transferred
under
this
subsection
shall
32
not
revert
to
the
general
fund
of
the
state.

c.
Upon
receipt
of
the
special
registration
plates,
the
34
applicant
shall
surrender
the
current
registration
plates
to
35

the
county
treasurer.
The
county
treasurer
shall
validate
1
the
special
registration
plates
in
the
same
manner
as
regular
2
registration
plates
are
validated
under
this
section.
The

annual
special
agricultural
literacy
fee
for
letter-number
4
designated
plates
is
ten
dollars,
which
shall
be
paid
in
5
addition
to
the
regular
annual
registration
fee.
The
annual
6
special
fee
for
personalized
agricultural
literacy
plates
is
7
five
dollars,
which
shall
be
paid
in
addition
to
the
annual
8
special
agricultural
literacy
fee
and
the
regular
annual
9
registration
fee.
The
annual
special
agricultural
literacy
fee
10
shall
be
credited
and
transferred
as
provided
under
paragraph
11
“b”
.

Section
321.145,
subsection
2,
paragraph
b,
13
subparagraph
(3),
Code
2016,
is
amended
to
read
as
follows:

The
amounts
required
to
be
transferred
pursuant
to

section
321.34
from
revenues
available
under
this
subsection

shall
be
transferred
and
credited
as
provided
in
section

321.34

subsections
7,
10,
10A,
11,
11A,
11B,
13,
16,
17,

18,
19,
20,
20A,
20B,
20C,
21,
22,
23,
24,
25,
and
26
for
the

various
purposes
specified
in
those
subsections
that
section

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
provides
that
the
department
of
transportation
24
(DOT),
in
consultation
with
the
department
of
agriculture
and
25
land
stewardship
(DALS)
and
the
Iowa
agriculture
literacy
26
foundation
(IALF),
shall
design
an
agricultural
literacy
27
distinguishing
processed
emblem
for
registration
plates.
28
Upon
receipt
of
250
orders
for
agricultural
literacy
special
29
registration
plates,
accompanied
by
a
start-up
fee
of
$20
per
30
order,
the
DOT
shall
begin
issuing
special
registration
plates
31
with
an
agricultural
literacy
processed
emblem.
32
The
special
fee
for
letter-number
designated
agricultural
33
literacy
plates
is
$35.
The
fee
for
personalized
agricultural
34
literacy
plates
is
$25
in
addition
to
the
special
fee.
The

annual
special
fee
for
letter-number
designated
plates
is
1
$10,
which
shall
be
paid
in
addition
to
the
regular
annual
2
registration
fee.
The
annual
special
fee
for
personalized
3
agricultural
literacy
plates
is
$5,
which
shall
be
paid
in
4
addition
to
the
annual
special
fee
and
the
regular
annual
5
registration
fee.

The
bill
requires
the
fees
collected
by
the
DOT
to
be
7
paid
monthly
to
the
treasurer
of
state
and
deposited
in
the
8
road
use
tax
fund.
The
treasurer
of
state
shall
transfer
9
monthly
from
the

to
DALS
the
10
amount
of
the
special
fees

bill
