H.F. 2311 Section 1. Section 321.254, Code 2016, is amended to read 1 as follows: 2 321.254 Local authorities restricted. 3 No local authority shall place or maintain any 4 traffic-control device or any automated traffic law enforcement 5 system upon any highway under the jurisdiction of the 6 department except by the latter’s permission. For the purposes 7 of this section, “automated traffic law enforcement system” 8 means a system that operates in conjunction with an official 9 traffic-control signal, as described in section 321.257, or 10 a speed measuring device to produce recorded images of motor 11 vehicles being operated in violation of traffic or speed laws. 12 EXPLANATION 13 The inclusion of this explanation does not constitute agreement with 14 the explanation’s substance by the members of the general assembly. 15 This bill prohibits local authorities from placing or 16 maintaining automated traffic law enforcement systems 17 on highways under the jurisdiction of the department of 18 transportation (DOT) except with the DOT’s permission. 19 -1- LSB 5329HV (2) 86 ns/nh 1/ 1
