H.F. 228 Section 1. Section 272.2, subsection 14, paragraph b, 1 subparagraph (2), Code 2015, is amended to read as follows: 2 (2) The applicant is less than twenty-one years of age 3 except as provided in section 272.31, subsection 1 , paragraph 4 “e” . However, a student enrolled in a practitioner preparation 5 program who meets board requirements for a temporary, 6 limited-purpose license who is seeking to teach as part of a 7 practicum or internship may be less than twenty-one years of 8 age. 9 Sec. 2. Section 272.31, subsection 1, Code 2015, is amended 10 to read as follows: 11 1. a. The Except as provided in paragraph “b” , the 12 minimum requirements for the board to award issue a coaching 13 authorization to an applicant are: 14 a. (1) Successful completion of one semester credit hour 15 or ten contact hours in a course relating to knowledge and 16 understanding of the structure and function of the human body 17 in relation to physical activity. 18 b. (2) Successful completion of one semester credit hour 19 or ten contact hours in a course relating to knowledge and 20 understanding of human growth and development of children and 21 youth in relation to physical activity. 22 c. (3) Successful completion of two semester credit hours 23 or twenty contact hours in a course relating to knowledge and 24 understanding of the prevention and care of athletic injuries 25 and medical and safety problems relating to physical activity. 26 d. (4) Successful completion of one semester credit hour 27 or ten contact hours relating to knowledge and understanding 28 of the techniques and theory of coaching interscholastic 29 athletics. 30 e. (5) Attainment of at least eighteen years of age. 31 b. The board shall issue a transitional coaching 32 authorization to an individual who is at least twenty-one 33 years of age and who provides verification of an offer of a 34 coaching position by a school or a consortium of schools, 35 -1- LSB 1184HV (5) 86 kh/rj 1/ 3
H.F. 228 but who has not completed the coursework required for a 1 coaching authorization as specified in paragraph “a” . A 2 transitional coaching authorization is valid for not more 3 than one year, shall not be renewed, and is valid only in 4 the school or consortium of schools making the offer of the 5 coaching position. A consortium of schools may include a 6 school district, a school district school attendance center, or 7 an accredited nonpublic school, or any combination thereof. 8 Sec. 3. Section 279.19B, subsection 1, paragraph a, 9 subparagraph (2), Code 2015, is amended to read as follows: 10 (2) A qualified individual who meets the requirements of 11 section 272.31, subsection 1, paragraph “a” , and possesses 12 a coaching authorization issued by the board of educational 13 examiners. 14 Sec. 4. Section 279.19B, subsection 1, paragraph a, Code 15 2015, is amended by adding the following new subparagraph: 16 NEW SUBPARAGRAPH . (3) A qualified individual who meets the 17 requirements of section 272.31, subsection 1, paragraph “b” , 18 and possesses a transitional coaching authorization issued by 19 the board of educational examiners. 20 Sec. 5. Section 709.15, subsection 1, paragraph f, Code 21 2015, is amended to read as follows: 22 f. “School employee” means a practitioner as defined in 23 section 272.1 or a person issued a coaching authorization or 24 a transitional coaching authorization under section 272.31, 25 subsection 1 . 26 EXPLANATION 27 The inclusion of this explanation does not constitute agreement with 28 the explanation’s substance by the members of the general assembly. 29 This bill requires the board of educational examiners to 30 issue a transitional coaching authorization to an individual 31 who is at least 21 years of age and who provides verification 32 of an offer of a coaching position by a school or by a 33 consortium of schools, but who has not completed the coursework 34 required for a coaching authorization. H.F. 228 authorization is valid for not more than one year, shall not 1 be renewed, and is valid only in the school or consortium 2 of schools offering the coaching position. A consortium of 3 schools may include a school, district, a school district 4 attendance center, or an accredited nonpublic school, or any 5 combination thereof. 6 In employing a head coach or assistant coach, the Code 7 requires each school district to consider applicants in a 8 priority order, with teachers having first priority and persons 9 with a coaching authorization second. To this priority list, 10 the bill adds in the third position those individuals who 11 possess a transitional coaching authorization. 12 Currently, the minimum coursework needed for a full 13 coaching authorization, as provided in Code section 272.31(1), 14 includes successful completion of five semester credit hours 15 or 50 contact hours in courses relating to knowledge and 16 understanding of the structure and function of the human 17 body in relation to physical activity; to knowledge and 18 understanding of human growth and development of children 19 and youth in relation to physical activity; to knowledge and 20 understanding of the prevention and care of athletic injuries 21 and medical and safety problems relating to physical activity; 22 and to knowledge and understanding of the techniques and 23 theory of coaching interscholastic athletics. In addition, 24 the board’s rules require an applicant to complete concussion 25 training by an athletic association or union, and one semester 26 credit hour or 15 contact hours relating to professional ethics 27 and legal responsibilities of coaches. 28 Code section 709.15, which establishes the criminal offense 29 of sexual exploitation by a school employee and includes a 30 definition of “school employee”, is amended to specify that 31 a school employee includes both a person issued a coaching 32 authorization as well as a person issued a transitional 33 coaching authorization. 34 -3- LSB 1184HV (5) 86 kh/rj 3/ 3
