H.F. 2247 Section 1. Section 483A.18, Code 2016, is amended to read 1 as follows: 2 483A.18 Form of licenses. 3 All hunting, fishing, and fur harvester licenses shall 4 contain a general description of the licensee. Such licenses 5 shall be upon such forms as the commission shall adopt. The 6 address and the signature of the applicant and all signatures 7 and other writing shall be in ink writing . All licenses shall 8 clearly indicate the nature of the privilege granted. 9 EXPLANATION 10 The inclusion of this explanation does not constitute agreement with 11 the explanation’s substance by the members of the general assembly. 12 This bill provides that an application for a hunting, 13 fishing, or fur harvester license shall be “in writing” 14 instead of “in ink”. Code section 4.1(39) provides that use 15 of the words “in writing” in a statute includes any mode of 16 representing words or letters in general use, and includes an 17 electronic record, and use of the word “signature” includes an 18 electronic signature, both as defined in Code section 554D.103. 19 Code section 554D.103 defines an “electronic record” as a 20 record created, generated, sent, communicated, received, or 21 stored by electronic means, and an “electronic signature” as an 22 electronic sound, symbol, or process attached to or logically 23 associated with a record and executed or adopted by a person 24 with the intent to sign the record. 25 -1- LSB 5772YH (3) 86 av/nh 1/ 1
