Section
1.
Section
8F.3,
subsection
1,
paragraphs
b
and
d,
1
Code
2016,
are
amended
to
read
as
follows:

b.
Information
regarding
the
training
and
education
3
received
by
the
members
of
the
governing
body
of
the
recipient
4
entity
relating
to
the
duties
and
legal
responsibilities
5
of
the
governing
body.
The
information
shall
also
include
6
certification
that
the
members
of
the
governing
body
have
7
completed
a
training
program
established
pursuant
to
section
8
19B.7,
subsection
3.
9
d.
Information
regarding
any
policies
adopted
by
the
10
governing
body
of
the
recipient
entity
that
prohibit
taking
11
adverse
employment
action
against
employees
of
the
recipient
12
entity
who
disclose
information
about
a
service
contract
,
to
13
include
information
about
the
pay
and
benefits
received
by
14
an
employee
of
a
recipient
entity,
to
the
oversight
agency,
15
the
auditor
of
state,
the
office
of
the
attorney
general,
or
16
the
office
of
ombudsman
and
that
state
whether
those
policies
17
are
substantially
similar
to
the
protection
provided
to
state
18
employees
under
section
70A.28
.
The
information
provided
shall
19
state
whether
employees
of
the
recipient
entity
are
informed
20
on
a
regular
basis
of
their
rights
to
disclose
information
to
21
the
oversight
agency,
the
office
of
ombudsman,
the
auditor
of
22
state,
or
the
office
of
the
attorney
general
and
the
telephone
23
numbers
of
those
organizations.

Sec.
2.
Section
19B.7,
Code
2016,
is
amended
by
adding
the
25
following
new
subsection:

NEW
SUBSECTION
.
3.
The
department
of
administrative
27
services,
in
coordination
with
the
Iowa
civil
rights
28
commission,
shall
establish
a
training
program
for
prospective
29
recipient
entities,
as
defined
in
section
8F.2,
concerning
30
the
requirements
of
this
section,
and
chapter
216,
relative
31
to
the
administration
and
promotion
of
equal
opportunity
and
32
the
prohibition
of
discriminatory
and
unfair
practices
within
33
any
program
receiving
or
benefiting
from
state
financial
34
assistance.
The
program
shall
specifically
include
guidance

relative
to
unfair
employment
practices
as
described
in
section
1
216.6,
and
wage
discrimination
in
employment
prohibitions
as
2
described
in
section
216.6A.

bill
concerns
certain
training
and
employee
disclosure

requirements
for
service
contract
recipient
entities
under
Code
8
chapter
8F.
9
Code
section
8F.3,
concerning
contractual
requirements
for
10
a
recipient
entity
entering
into
a
service
contract
with
an
11
oversight
agency,
is
amended.
12
Code
section
8F.3(1)(b),
concerning
training
and
education
13
received
by
a
recipient
entity,
is
amended
to
require
14
information
that
members
of
the
governing
body
of
a
recipient
15
entity
have
completed
a
training
program
established
by
the
16
department
of
administrative
services
as
provided
by
the
bill.
17
Code
section
8F.3(1)(d),
concerning
whistleblower
18
protections
for
recipient
entity
employees,
is
amended
to
allow
19
employees
of
a
recipient
entity
to
disclose
information
about
20
the
pay
and
benefits
received
by
an
employee
of
a
recipient
21
entity.
22
Code
section
19B.7,
relating
to
equal
opportunity
and
state
23
contracts
and
services,
is
amended
to
require
the
department
of
24
administrative
services,
in
coordination
with
the
Iowa
civil
25
rights
commission,
to
establish
a
training
program
concerning
26
the
equal
opportunity
requirements
of
the
Code
section,
to
27
include
guidance
relative
to
unfair
employment
practices
as
28
described
in
Code
section
216.6,
and
wage
discrimination
in
29
employment
prohibitions
as
described
in
Code
section
216.6A.
