1.
NEW
SECTION
.
70A.26A
Volunteer
leave.
1
An
employee
of
an
appointing
authority
may
be
granted
leave
2
with
pay
from
work
for
not
more
than
one
hour
in
any
work
3
week
to
participate
in
volunteer
activities
at
a
nonprofit
4
organization
or
school
upon
the
approval
of
the
employee’s
5
appointing
authority
without
loss
of
seniority,
pay,
vacation
6
time,
personal
days,
sick
leave,
insurance
and
health
coverage
7
benefits,
or
earned
overtime
accumulation.
The
appointing
8
authority
shall
compensate
an
employee
granted
leave
under
this
9
section
at
the
employee’s
regular
rate
of
pay
for
those
regular
10
work
hours
during
which
the
employee
is
absent
from
work.
An
11
employee
deemed
to
be
on
leave
under
this
section
shall
not
be
12
deemed
to
be
an
employee
of
the
state
for
purposes
of
workers’
13
compensation.
An
employee
deemed
to
be
on
leave
under
this
14
section
shall
not
be
deemed
to
be
an
employee
of
the
state
for
15
purposes
of
the
Iowa
tort
claims
Act,
chapter
669.

EXPLANATION
17
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
18
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
allows
an
employee
of
an
appointing
authority
20
paid
time
off
for
not
more
than
one
hour
in
any
work
week
to
21
volunteer
at
a
nonprofit
organization
or
school
upon
approval
22
of
the
employee’s
appointing
authority.
The
employee
shall
not
23
lose
any
pay
or
benefits
as
a
result
of
the
paid
leave
and
shall
24
not
be
considered
a
state
employee
for
workers’
compensation
or
25
state
tort
claims
Act
purposes
during
the
period
of
leave.
