H.F. 2189 Section 1. NEW SECTION . 257.17A Aid reduction for core 1 curriculum noncompliance. 2 1. For each school year beginning on or after July 1, 3 2016, the department of education shall annually evaluate each 4 school district’s compliance with and implementation of the 5 core content standards addressing the skills and knowledge 6 students need to be successful in the twenty-first century and 7 the twenty-first century learning skills components established 8 by rule pursuant to section 256.7, subsection 26, paragraph “a” , 9 subparagraph (3). The department of education shall by rule 10 establish criteria to evaluate compliance and implementation 11 of such core content standards and rules adopted pursuant to 12 section 256.7, subsection 26, paragraph “a” , subparagraph (3). 13 2. If, for a school year, a school district is determined 14 by the department to be noncompliant with the core content 15 standards and components adopted under section 256.7, 16 subsection 26, paragraph “a” , subparagraph (3), and the 17 criteria established under subsection 1, state aid payments to 18 the school district made pursuant to section 257.16 for the 19 fiscal year immediately following the school year for which the 20 school district was found to be noncompliant shall be reduced 21 by an amount equal to five percent of the supplemental state 22 aid amount calculated for the budget year multiplied by the 23 school district’s budget enrollment for that budget year. 24 EXPLANATION 25 The inclusion of this explanation does not constitute agreement with 26 the explanation’s substance by the members of the general assembly. 27 Code section 256.7 requires the state board of education to 28 adopt rules that establish a core curriculum and high school 29 graduation requirements for all students in school districts 30 and accredited nonpublic schools that include core content 31 standards addressing the skills and knowledge students need to 32 be successful in the 21st century. 33 This bill provides that for each school year beginning 34 on or after July 1, 2016, the department of education shall 35 -1- LSB 5896YH (2) 86 md/sc 1/ 2
H.F. 2189 annually evaluate each school district’s compliance with and 1 implementation of the core content standards addressing the 2 skills and knowledge students need to be successful in the 3 21st century and the 21st century learning skills components 4 established by rule. The bill requires the department of 5 education to establish criteria to evaluate compliance and 6 implementation of such core content standards and rules. 7 If a school district is determined by the department to be 8 noncompliant with such core content standards and components 9 adopted for a school year, state aid payments made to the 10 school district for the fiscal year immediately following the 11 school year for which the school district was found to be 12 noncompliant shall be reduced by an amount equal to 5 percent 13 of the supplemental state aid amount calculated for the budget 14 year multiplied by the school district’s budget enrollment for 15 that budget year. 16 -2- LSB 5896YH (2) 86 md/sc 2/ 2
