1.
Section
466B.42,
Code
2016,
is
amended
to
read
1
as
follows:

466B.42
Water
quality
initiative.
3
The
division
shall
establish
a
water
quality
initiative
4
in
order
to
assess
and
reduce
nutrients
in
this
state’s
5
watersheds,
including
subwatersheds,
and
regional
watersheds.
6
The
division
shall
establish
and
administer
projects
to
7
reduce
nutrients
in
surface
waters
from
nonpoint
sources
in
8
a
scientific,
reasonable,
and
cost-effective
manner.
The
9
division
may
establish
projects
and
award
project
grants
to
10
support
privately
sponsored
innovative
water
quality
practices,
11
including
new
methods
to
reduce
the
transport
of
nutrients
12
to
surface
water
from
nonpoint
sources
within
watersheds
in
13
accordance
with
the
latest
revision
of
the
document
entitled
14
“Iowa
nutrient
reduction
strategy”
initially
presented
in
15
November
2012
by
the
department
of
agriculture
and
land
16
stewardship,
the
department
of
natural
resources,
and
Iowa
17
state
university
of
science
and
technology.
The
division
shall
18
utilize
a
pragmatic,
strategic,
and
coordinated
approach
with
19
the
goal
of
accomplishing
reductions
over
time.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
authorizes
the
division
of
soil
conservation
24
and
water
conservation
of
the
department
of
agriculture
and
25
land
stewardship
to
establish
projects
and
award
project
26
grants
to
support
privately
sponsored
innovative
water
quality
27
practices,
including
new
methods
to
reduce
the
transport
of
28
nutrients
to
surface
water
from
nonpoint
sources.
The
division
29
would
administer
the
grant
project
as
part
of
the
state’s
30
water
quality
initiative.
The
division
supports
initiative
31
projects
by
using
moneys
appropriated
to
the
water
quality
32
initiative
fund
(Code
section
466B.45).
Moneys
in
the
fund
33
are
used
to
finance
projects
in
subwatersheds
that
are
part
34
of
high-priority
watersheds
identified
by
the
water
resources
