Section
1.
Section
282.18,
subsection
7,
Code
2016,
is

amended
to
read
as
follows:

7.
a.
A
pupil
participating
in
open
enrollment
shall
be

counted,
for
state
school
foundation
aid
purposes,
in
the
4
pupil’s
district
of
residence.
A
pupil’s
residence,
for
5
purposes
of
this
section
,
means
a
residence
under
section
6
282.1
.
The
board
of
directors
of
the
district
of
residence
7
shall
pay
to
the
receiving
district
the
state
cost
per
pupil
8
for
the
previous
school
year,
and
the
teacher
leadership
9
supplement
state
cost
per
pupil
for
the
previous
fiscal
year
10
as
provided
in
section
257.9
,
plus
any
moneys
received
for
11
the
pupil
as
a
result
of
the
non-English
speaking
weighting
12
under
section
280.4,
subsection
3
,
for
the
previous
school
13
year
multiplied
by
the
state
cost
per
pupil
for
the
previous
14
year.
If
the
pupil
participating
in
open
enrollment
is
also
15
an
eligible
pupil
under
section
261E.6
,
the
receiving
district
16
shall
pay
the
tuition
reimbursement
amount
to
an
eligible
17
postsecondary
institution
as
provided
in
section
261E.7
.
18
b.
For
school
years
beginning
on
or
after
July
1,
2017,
19
for
each
pupil
participating
in
open
enrollment,
the
board
of
20
directors
of
the
district
of
residence
shall
also
pay
to
the
21
receiving
district
from
the
total
amount
received
under
section
22
423F.2
an
amount
equal
to
the
per
pupil
amount
distributed
to
23
the
district
of
residence
from
the
secure
an
advanced
vision
24
for
education
fund
under
section
423F.2,
subsection
3,
for
25
the
previous
school
year.
Moneys
received
by
the
receiving
26
district
under
this
paragraph
shall
be
used
solely
for
the
27
purposes
authorized
under
chapter
423F.

inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

Current
Code
section
282.18
provides
that
as
a
condition

enrollment
the
board
of
directors
of
the
district
of

pay
to
the
receiving
district
the
state
cost

the

school
year,

moneys
received

This
bill
provides
that
for
school
years
beginning
on
5
or
after
July
1,
2017,
for
each
pupil
participating
in

open
enrollment,
the
board
of
directors
of
the
district
of

residence
shall
also
pay
to
the
receiving
district
from
the

total
amount
received
from
the
secure
an
advanced
vision
9
for
education
(SAVE)
fund
an
amount
equal
to
the
per
pupil
10
amount
distributed
to
the
district
of
residence
from
the
SAVE
11
fund
for
the
previous
school
year.
Moneys
received
by
the
12
receiving
district
under
the
bill
must
be
used
solely
for
the
13
purposes
authorized
under
Code
chapter
423F
(statewide
school
14
infrastructure
funding).
