1.
NEW
SECTION
.
279.70
Instructional
materials
1
inspection.
2
The
board
of
directors
of
a
school
district
shall,
upon
3
request
by
the
parent
or
guardian
of
a
student
enrolled
in
the
4
school
district,
make
available
for
inspection
by
the
parent
5
or
guardian
the
instructional
materials
used
in
the
student’s
6
classroom.
If
the
instructional
materials
are
available
7
digitally,
the
school
district
shall
provide
the
parent
or
8
guardian
with
instructions
necessary
to
access
the
materials
9
and
shall
make
a
computer
available
to
the
parent
or
guardian
10
for
purposes
of
inspecting
the
materials
during
regular
school
11
hours.

Sec.
2.
STATE
MANDATE
FUNDING
SPECIFIED.
In
accordance
13
with
section
25B.2,
subsection
3,
the
state
cost
of
requiring
14
compliance
with
any
state
mandate
included
in
this
Act
shall
15
be
paid
by
a
school
district
from
state
school
foundation
aid
16
received
by
the
school
district
under
section
257.16.
This
17
specification
of
the
payment
of
the
state
cost
shall
be
deemed
18
to
meet
all
of
the
state
funding-related
requirements
of
19
section
25B.2,
subsection
3,
and
no
additional
state
funding
20
shall
be
necessary
for
the
full
implementation
of
this
Act
21
by
and
enforcement
of
this
Act
against
all
affected
school
22
districts.

Sec.
3.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
24
immediate
importance,
takes
effect
upon
enactment.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
27
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
a
school
district,
upon
request
of
29
the
parent
or
guardian
of
a
student
enrolled
in
the
school
30
district,
to
make
available
for
inspection
by
the
parent
or
31
guardian
the
instructional
materials
used
in
the
student’s
32
classroom.
If
the
materials
are
available
digitally,
the
33
school
district
must
provide
the
parent
or
guardian
with
34
instructions
necessary
to
access
the
materials
and
make
a

bill

include
a
state
mandate
as

Code

bill
