H.F. 211 Section 1. Section 262.9, subsection 19, Code 2015, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . d. Direct each institution of higher 3 learning under the board’s control to use any cost savings 4 which result in a fiscal year from implementation, by the 5 board and by consultants under contract with the board, of 6 the transparent, inclusive efficiency review conducted under 7 the direction and supervision of the board, commencing in the 8 fiscal year beginning July 1, 2015, and each succeeding fiscal 9 year, to reduce the tuition and fees charged in the following 10 academic year to all students enrolled at the institution. 11 The auditor of state shall annually certify the cost savings 12 generated by implementation of the transparent, inclusive 13 efficiency review each fiscal year and the amount of the 14 corresponding reduction in tuition and fees required under this 15 paragraph. 16 EXPLANATION 17 The inclusion of this explanation does not constitute agreement with 18 the explanation’s substance by the members of the general assembly. 19 This bill requires the state board of regents to direct 20 each of the universities under its control to use any cost 21 savings resulting from implementation of the transparent, 22 inclusive efficiency review (TIER) each year, beginning in the 23 2015-2016 fiscal year, to reduce the tuition and fees charged 24 in the following academic year to all students enrolled at the 25 university. The auditor of state shall annually certify the 26 cost savings and the amount of the corresponding reduction in 27 tuition and fees.
