H.F. 2071 Section 1. Section 257.8, subsection 5, Code 2016, is 1 amended to read as follows: 2 5. Alternate supplemental state aid —— definitions. 3 a. For budget years beginning July 1, 2000, and subsequent 4 budget years, references to the terms “supplemental state aid” , 5 “regular program state cost per pupil” , and “regular program 6 district cost per pupil” shall mean those terms as calculated 7 for those school districts that calculated regular program 8 supplemental state aid for the school budget year beginning 9 July 1, 1999, with the additional thirty-eight dollars 10 specified in section 257.8, subsection 4, Code 2013 . 11 b. For budget years beginning July 1, 2016, and subsequent 12 budget years, references to “supplemental state aid” and 13 “regular program state cost per pupil” shall mean those terms 14 as calculated including the additional amounts for specified 15 budget years under section 257.9, subsection 2, paragraphs “b” 16 and “c” , and references to “regular program district cost per 17 pupil” shall mean that term including any adjustments made under 18 section 257.10, subsection 2. 19 Sec. 2. Section 257.9, subsection 2, Code 2016, is amended 20 to read as follows: 21 2. Regular program state cost per pupil for 1992-1993 and 22 succeeding years. 23 a. For the budget year beginning July 1, 1992, and 24 succeeding budget years beginning before July 1, 2016 , the 25 regular program state cost per pupil for a budget year is the 26 regular program state cost per pupil for the base year plus the 27 regular program supplemental state aid for the budget year. 28 b. For the budget year beginning July 1, 2016, and 29 succeeding budget years beginning before July 1, 2024, the 30 regular program state cost per pupil is the regular program 31 state cost per pupil for the base year plus the regular 32 program supplemental state aid for the budget year, plus twenty 33 dollars. 34 c. For the budget year beginning July 1, 2024, the regular 35 -1- LSB 5299YH (3) 86 md/sc 1/ 3
H.F. 2071 program state cost per pupil is the regular program state 1 cost per pupil for the base year plus the regular program 2 supplemental state aid for the budget year, plus fifteen 3 dollars. 4 d. For the budget year beginning July 1, 2025, and 5 succeeding budget years, the regular program state cost per 6 pupil is the regular program state cost per pupil for the base 7 year plus the regular program supplemental state aid for the 8 budget year. 9 Sec. 3. Section 257.10, subsection 2, Code 2016, is amended 10 by adding the following new paragraph: 11 NEW PARAGRAPH . c. For the budget year beginning July 1, 12 2016, and succeeding budget years, if the regular program 13 district cost per pupil for the budget year calculated under 14 this subsection in any school district is less than the 15 regular program state cost per pupil for the budget year, the 16 department of management shall increase the regular program 17 district cost per pupil of that district to an amount equal to 18 the regular program state cost per pupil for the budget year. 19 Sec. 4. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 20 immediate importance, takes effect upon enactment. 21 EXPLANATION 22 The inclusion of this explanation does not constitute agreement with 23 the explanation’s substance by the members of the general assembly. 24 This bill relates to the determination of the regular 25 program state cost per pupil and the determination of the 26 regular program district cost per pupil for school districts. 27 Those amounts are used to determine supplemental state aid 28 amounts for each school budget year, determining the budget 29 authority for each school district, and determining amounts 30 of preschool foundation aid for schools participating in the 31 statewide preschool program for four-year-old children under 32 Code chapter 256C. 33 Current Code section 257.9 provides that for the budget 34 year beginning July 1, 1992, and succeeding budget years, the 35 -2- LSB 5299YH (3) 86 md/sc 2/ 3
H.F. 2071 regular program state cost per pupil for a budget year is the 1 regular program state cost per pupil for the base year plus the 2 regular program supplemental state aid for the budget year. 3 Under the bill, for the budget year beginning July 1, 4 2016, and succeeding budget years beginning before July 1, 5 2024, the regular program state cost per pupil is the regular 6 program state cost per pupil for the base year plus the regular 7 program supplemental state aid for the budget year, plus $20. 8 Additionally, for the budget year beginning July 1, 2024, the 9 regular program state cost per pupil is the regular program 10 state cost per pupil for the base year plus the regular program 11 supplemental state aid for the budget year, plus $15. With 12 the budget year beginning July 1, 2025, and succeeding budget 13 years, the regular program state cost per pupil will again be 14 calculated as the regular program state cost per pupil for the 15 base year plus the regular program supplemental state aid for 16 the budget year, without any additional amount added. 17 The bill also provides that if the regular program district 18 cost per pupil for the budget year calculated for any school 19 district is less than the regular program state cost per 20 pupil for the budget year, the department of management shall 21 increase the regular program district cost per pupil of that 22 district to an amount equal to the regular program state cost 23 per pupil for the budget year. 24 The bill takes effect upon enactment. 25 -3- LSB 5299YH (3) 86 md/sc 3/ 3
