H.F. 2047 Section 1. Section 481A.48, Code 2016, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 6. The commission shall adopt rules 3 pursuant to chapter 17A allowing the use of straight wall 4 cartridge rifles to hunt deer as follows: 5 a. A straight wall cartridge rifle may be used to hunt deer 6 during any established deer hunting season by a person eighteen 7 years of age or older who has a valid deer hunting license and 8 has a permanent disability as defined in section 483A.4 or is 9 nonambulatory as provided in section 483A.8C. 10 b. A straight wall cartridge rifle may be used to hunt 11 deer during any established firearm deer hunting season by a 12 person who has a valid youth deer hunting license and is under 13 eighteen years of age. 14 c. A straight wall cartridge rifle that is allowed pursuant 15 to this subsection shall be of the same caliber and use the 16 same straight wall ammunition as is allowed for use in a pistol 17 or revolver for hunting deer as provided in subsection 5. 18 d. A person possessing a prohibited rifle while hunting deer 19 commits a scheduled violation under section 805.8B, subsection 20 3, paragraph “h” , subparagraph (6). 21 Sec. 2. Section 805.8B, subsection 3, paragraph h, Code 22 2016, is amended by adding the following new subparagraph: 23 NEW SUBPARAGRAPH . (6) Possession of a prohibited rifle 24 while hunting deer, the scheduled fine is one hundred dollars. 25 EXPLANATION 26 The inclusion of this explanation does not constitute agreement with 27 the explanation’s substance by the members of the general assembly. 28 This bill requires the natural resource commission to adopt 29 rules allowing the use of straight wall cartridge rifles 30 to hunt deer by adults who have a permanent disability or 31 are nonambulatory, or by youths under 18 years of age. The 32 straight wall cartridge rifles allowed must be of the same 33 caliber and use the same straight wall ammunition as is allowed 34 for use in a pistol or revolver for hunting deer. 35 -1- LSB 5311YH (3) 86 av/nh 1/ 2
