H.F. 2018 Section 1. NEW SECTION . 80.25 Cold case investigation unit. 1 1. There is created under the control, direction, and 2 supervision of the commissioner of public safety a state cold 3 case investigation unit. The commissioner of public safety 4 may assign the cold case investigation unit to a division or 5 bureau within the department. The unit shall, within the 6 capabilities of the unit, conduct criminal investigations after 7 the initial criminal investigation has been completed by the 8 law enforcement agency conducting the initial investigation 9 related to the crime. Agents of the division of criminal 10 investigation may be assigned to the unit by the commissioner. 11 2. The department shall adopt rules in accordance with 12 chapter 17A to administer this section. 13 EXPLANATION 14 The inclusion of this explanation does not constitute agreement with 15 the explanation’s substance by the members of the general assembly. 16 This bill establishes a cold case investigation unit within 17 the department of public safety. 18 The bill provides that the commissioner of public safety 19 may assign the cold case investigation unit to a division or 20 bureau within the department. Under the bill, the cold case 21 investigation unit shall, within the capabilities of the unit, 22 conduct criminal investigations after the initial criminal 23 investigation has been completed by the law enforcement agency 24 conducting the original investigation related to the crime. 25 The bill provides that the agents of the division of criminal 26 investigation may be assigned to the unit by the commissioner. 27 -1- LSB 5197YH (2) 86 jm/sc 1/ 1
