Section
1.
Section
483A.27,
subsection
1,
Code
2015,
is
1
amended
to
read
as
follows:
2
1.
a.
A
person
born
after
January
1,
1972,
shall
not
3
obtain
a
hunting
license
unless
the
person
has
satisfactorily
4
completed
a
hunter
safety
and
ethics
education
course
approved
5
by
the
commission.
A
person
who
is
eleven
years
of
age
or
more
6
may
enroll
in
an
approved
hunter
safety
and
ethics
education
7
course,
but
a
person
who
is
eleven
years
of
age
and
who
has
8
successfully
completed
the
course
shall
be
issued
a
certificate
9
of
completion
which
becomes
valid
on
the
person’s
twelfth
10
birthday.
A
certificate
of
completion
from
an
approved
hunter
11
safety
and
ethics
education
course
issued
in
this
state,
or
a
12
certificate
issued
by
another
state,
country,
or
province
for
13
completion
of
a
course
that
meets
the
standards
adopted
by
the
14
international
hunter
education
association,
is
valid
for
the
15
requirements
of
this
section
.

b.
Notwithstanding
paragraph
“a”
,
the
requirement
that
17
a
person
must
have
a
certificate
of
completion
of
a
hunter
18
safety
and
ethics
education
course
in
order
to
obtain
a
hunting
19
license
is
waived
for
a
person
who
is
a
member
of
the
national
20
guard,
reserve,
or
regular
component
of
the
armed
forces
of
the
21
United
States
or
for
a
person
who
was
a
member
of
the
national
22
guard,
reserve,
or
regular
component
of
the
armed
forces
of
the
23
United
States
and
was
honorably
discharged.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
26
the
explanation’s
substance
by
the
members
of
the
general
assembly.
27
This
bill
provides
that
a
person
who
is
a
member
of
the
28
national
guard,
reserve,
or
regular
component
of
the
armed
29
forces
of
the
United
States,
or
who
was
a
member
of
the
30
national
guard,
reserve,
or
regular
component
of
the
armed
31
forces
of
the
United
States
and
was
honorably
discharged,
is
32
not
required
to
complete
a
hunter
safety
and
ethics
education
33
course
in
order
to
obtain
a
hunting
license.
