905.3,
subsection
1,
paragraph
a,

amended
by
adding
the
following
new
subparagraph:

member

from
and
by
the
largest
statewide
public

employees’
organization
representing
state
employees
no
later

than
January
15
of
each
year.

2.
Section
905.3,
subsection
2,
Code
2015,
is
amended

to
read
as
follows:

2.
Each
district
board
shall
have
an
executive
committee
9
consisting
of
the
chairperson
and
vice
chairperson
and
at
least
10
one
but
no
more
than
five
six
other
members
of
the
district
11
board.
Either
the
chairperson
or
the
vice
chairperson
shall
12
be
a
supervisor,
and
the
remaining
representation
on
the
13
executive
committee
shall
be
divided
as
equally
as
possible
14
among
supervisor
members,
project
advisory
committee
members
15
or
,
citizen
members,
or
ex
officio,
nonvoting
public
employee
16
organization
members
and
judicially
appointed
members.

The
executive
committee
may
exercise
all
of
the
powers
18
and
discharge
all
of
the
duties
of
the
district
board,
as
19
prescribed
by
this
chapter
,
except
those
specifically
withheld
20
from
the
executive
committee
by
action
of
the
district
board.

Sec.
3.
Section
905.3,
subsection
4,
Code
2015,
is
amended

to
read
as
follows:

4.
Each
Except
as
provided
in
subsection
1,
paragraph
“a”
,

subparagraph
(4),
each
member
of
the
district
board
shall
25
have
one
vote
on
the
board.
However,
upon
the
request
of
any
26
supervisory
member,
the
vote
on
any
matter
before
the
board
27
shall
be
taken
by
weighted
vote.
In
each
such
case,
the
vote
28
of
the
supervisor
representative
of
the
least
populous
county
29
in
the
judicial
district
shall
have
a
weight
of
one
unit,
and
30
the
vote
of
each
of
the
other
supervisor
members
shall
have
31
a
weight
which
bears
the
same
proportion
to
one
unit
as
the
32
population
of
the
county
that
supervisor
member
represents
33
bears
to
the
population
of
the
least
populous
county
in
the
34
district.
In
the
event
of
weighted
vote,
the
vote
of
each

member
appointed
from
a
project
advisory
committee
or
of
each

citizen
member
and
of
each
judicially
appointed
member
shall

have
a
weight
of

inclusion
of
this
explanation
does
not
constitute
agreement
with

members

assembly.

This
bill
relates
to
the
membership
of
the
board
of
directors

of
a
judicial
district
department
of
correctional
services.

The
bill
adds
a
member
to
the
board
of
directors
to
be
9
chosen
from
and
by
the
largest
statewide
public
employees’
10
organization
representing
state
employees
no
later
than
January
11
15
of
each
year.

The
bill
further
increases
the
number
of
members
who
may
sit
13
on
the
executive
committee
of
the
board
of
directors
who
are
14
not
the
chairperson
or
vice-chairperson
from
five
members
to
15
six
members.
16
The
bill
specifies
that
the
new
member
added
by
the
bill
is
17
a
nonvoting
member
of
the
board
of
directors
of
the
judicial
18
district
department
of
correctional
services
and,
if
appointed
19
to
the
executive
committee,
a
nonvoting
member
of
the
executive
20
committee
of
the
district
board.
