H.F. 163 Section 1. NEW SECTION . 217.41B Emergency food assistance 1 —— appropriation. 2 1. For the fiscal year beginning July 1, 2015, and for 3 each fiscal year thereafter, there is appropriated from the 4 general fund of the state to the department of human services 5 one million dollars for the support of an Iowa food bank 6 association selected by the department of human services for 7 the purchase of food on behalf of an Iowa emergency feeding 8 organization or for the distribution of moneys to the Iowa 9 emergency feeding organizations for the purchase of food. 10 2. The moneys appropriated in this section shall be 11 allocated only to the extent that such moneys are matched on a 12 dollar-for-dollar basis. 13 3. Notwithstanding section 8.33, moneys appropriated in 14 this section that remain unencumbered or unobligated at the 15 close of the fiscal year shall not revert but shall remain 16 available for expenditure for subsequent fiscal years. 17 EXPLANATION 18 The inclusion of this explanation does not constitute agreement with 19 the explanation’s substance by the members of the general assembly. 20 This bill creates a standing appropriation of $1 million 21 from the general fund of the state for the fiscal year 22 beginning July 1, 2015, and for each fiscal year thereafter, 23 to the department of human services for support of an Iowa 24 food bank association to buy food on behalf of an Iowa 25 emergency feeding organization or distribute the moneys to such 26 organizations for the purchase of food. 27 The moneys appropriated shall only be allocated if it is 28 matched dollar-for-dollar.
