Section 455B.301, Code 2015, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 14A. “Plasma gasification” means the 3 thermal dissociation of carbonaceous materials into fragments 4 of compounds in an oxygen-starved environment producing 5 synthetic gas, either as a stand-alone fuel or by blending with 6 natural gas, the reclamation of metal products for recycling, 7 and the vitrification of inorganic compounds that may be used 8 for manufactured products. 9 Sec. 2. Section 455B.481, subsection 2, Code 2015, is 10 amended by adding the following new paragraph: 11 NEW PARAGRAPH . 0e. Plasma gasification. 12 EXPLANATION 13 The inclusion of this explanation does not constitute agreement with 14 the explanation’s substance by the members of the general assembly. 15 This bill adds plasma gasification to the list of preferred 16 pollution prevention measures found in the waste management 17 assistance Act, found in part 9 of division IV of Code 18 chapter 455B. “Plasma gasification” is defined as the thermal 19 dissociation of carbonaceous materials into fragments of 20 compounds in an oxygen-starved environment producing synthetic 21 gas, either as a stand-alone fuel or by blending with natural 22 gas, the reclamation of metal products for recycling, and the 23 vitrification of inorganic compounds that may be used for 24 manufactured products. The pollution prevention measures would 25 include, in order of most-preferred to least-preferred, source 26 reduction for waste elimination, reuse, on-site recycling, 27 off-site recycling, plasma gasification, waste treatment, 28 combustion with energy recovery, and land disposal. 29 -1- LSB 1439YH (5) 86 tr/nh 1/ 1
