From the moneys deposited in the school ready children 20 grants account for the fiscal year beginning July 1, 2014, 21 and ending June 30, 2015, not more than $132,975 $265,950 22 is allocated for the early childhood Iowa office and other 23 technical assistance activities. The early childhood Iowa 24 state board shall direct staff to work with the early childhood 25 stakeholders alliance created in section 256I.12 to inventory 26 technical assistance needs. Moneys allocated under this 27 lettered paragraph may be used by the early childhood Iowa 28 state board for the purpose of skills development and support 29 for ongoing training of staff. However, except as otherwise 30 provided in this subsection, moneys shall not be used for 31 additional staff or for the reimbursement of staff. 32 b. As a condition of receiving moneys appropriated in 33 this subsection, each early childhood Iowa area board shall 34 report to the early childhood Iowa state board progress on 35 -7- LSB 5005SB (1) 85 kh/tm 7/ 40
S.F. _____ each of the local indicators approved by the area board. Each 1 early childhood Iowa area board must also submit an annual 2 budget for the area’s comprehensive school ready children 3 grant developed for providing services for children from birth 4 through five years of age, and provide other information 5 specified by the early childhood Iowa state board, including 6 budget amendments as needed. The early childhood Iowa state 7 board shall establish a submission deadline for the annual 8 budget and any budget amendments that allow a reasonable period 9 of time for preparation by the early childhood Iowa area boards 10 and for review and approval or request for modification of 11 the materials by the early childhood Iowa state board. In 12 addition, each early childhood Iowa area board must continue to 13 comply with reporting provisions and other requirements adopted 14 by the early childhood Iowa state board in implementing section 15 256I.9 . 16 c. Of the amount appropriated in this subsection for 17 deposit in the school ready children grants account of the 18 early childhood Iowa fund, $1,159,009 $2,318,018 shall 19 be used for efforts to improve the quality of early care, 20 health, and education programs. Moneys allocated pursuant to 21 this paragraph may be used for additional staff and for the 22 reimbursement of staff. The early childhood Iowa state board 23 may reserve a portion of the allocation, not to exceed $44,325 24 $88,650 , for the technical assistance expenses of the early 25 childhood Iowa state office, including the reimbursement of 26 staff, and shall distribute the remainder to early childhood 27 Iowa areas for local quality improvement efforts through a 28 methodology identified by the early childhood Iowa state board 29 to make the most productive use of the funding, which may 30 include use of the distribution formula, grants, or other 31 means. 32 d. Of the amount appropriated in this subsection for 33 deposit in the school ready children grants account of the 34 early childhood Iowa fund, $412,515 $825,030 shall be used for 35 -8- LSB 5005SB (1) 85 kh/tm 8/ 40
S.F. _____ support of professional development and training activities 1 for persons working in early care, health, and education by 2 the early childhood Iowa state board in collaboration with 3 the professional development component group of the early 4 childhood Iowa stakeholders alliance maintained pursuant to 5 section 256I.12, subsection 7 , paragraph “b”, and the early 6 childhood Iowa area boards. Expenditures shall be limited to 7 professional development and training activities agreed upon by 8 the parties participating in the collaboration. 9 9. EARLY CHILDHOOD IOWA FUND —— PRESCHOOL TUITION 10 ASSISTANCE 11 a. For deposit in the school ready children grants account 12 of the early childhood Iowa fund created in section 256I.11 : 13 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 2,714,438 14 5,428,877 15 b. The amount appropriated in this subsection shall be 16 used for early care, health, and education programs to assist 17 low-income parents with tuition for preschool and other 18 supportive services for children ages three, four, and five 19 who are not attending kindergarten in order to increase the 20 basic family income eligibility requirement to not more than 21 200 percent of the federal poverty level. In addition, if 22 sufficient funding is available after addressing the needs of 23 those who meet the basic income eligibility requirement, an 24 early childhood Iowa area board may provide for eligibility 25 for those with a family income in excess of the basic income 26 eligibility requirement through use of a sliding scale or other 27 copayment provisions. 28 10. EARLY CHILDHOOD IOWA FUND —— FAMILY SUPPORT AND PARENT 29 EDUCATION 30 a. The 30 projects shall promote healthy prenatal outcomes and healthy 31 family functioning, and strengthen the development of infants 32 and toddlers in low-income families. Priority shall be given 33 to those organizations that have previously qualified for 34 and received state funding to administer an early head start 35 -10- LSB 5005SB (1) 85 kh/tm 10/ 40

Section 256.9, subsection 63, paragraph b, Code 7 2014, is amended to read as follows: 8 b. Develop and implement in collaboration with education 9 stakeholders, a coaching and support system for administrators . 10 The coaching and support system shall be aligned with the 11 beginning administrator mentoring and induction program 12 created pursuant to section 284A.5 and shall also be designed 13 to support administrators in school districts approved to 14 implement the framework and comparable systems set forth 15 pursuant to sections 284.15, 284.16, and 284.17 . For the 16 fiscal year beginning July 1, 2017, and each subsequent fiscal 17 year, the coaching and support system for administrators shall 18 be available to any school district whether or not the district 19 has been approved to implement the framework and comparable 20 systems set forth pursuant to sections 284.15, 284.16, and 21 284.17. 22 Sec. 10. Section 256.9, Code 2014, is amended by adding the 23 following new subsection: 24 NEW SUBSECTION . 65. Establish an English language literacy 25 for all grant program which shall be made available to all 26 school districts. Priority in issuing grants shall be given 27 to school districts with the highest percentage of students 28 identified as limited English proficient. A grant may be 29 awarded for a period of up to three years. The department 30 and each school district receiving a grant shall enter into 31 a performance agreement, which shall be renewed annually, 32 that identifies clear literacy achievement goals for limited 33 English proficient students enrolled in the school district 34 and includes an accountability system to measure student 35 -25- LSB 5005SB (1) 85 kh/tm 25/ 40
S.F. _____ performance and evaluate program effectiveness to ensure that 1 program goals are met. School districts may expend grant 2 moneys for professional development for professional staff 3 providing instructional services to limited English proficient 4 students. 5 Sec. 11. Section 257.31, subsection 6, paragraph a, Code 6 2014, as amended by 2014 Iowa Acts, Senate File 2230, section 7 7, is amended to read as follows: 8 a. The committee shall increase establish a modified 9 supplemental amount for a district when the district submits 10 evidence that it requires additional funding for removal, 11 management, or abatement of environmental hazards due to a 12 state or federal requirement. Environmental hazards shall 13 include but are not limited to the presence of asbestos, radon, 14 or the presence of any other hazardous material dangerous to 15 health and safety. 16 Sec. 12. Section 257.41, subsection 1, Code 2014, as amended 17 by 2014 Iowa Acts, Senate File 2230, section 11, is amended to 18 read as follows: 19 1. Budget. The budget of an approved program for returning 20 dropouts and dropout prevention for a school district, 21 after subtracting funds received from other sources for that 22 purpose, shall be funded annually on a basis of one-fourth 23 or more from the district cost of the school district and up 24 to three-fourths by an increase in through establishment of 25 a modified supplemental amount as defined in section 257.8 . 26 Annually, the department of management shall establish a 27 modified supplemental amount for each such school district 28 equal to the difference between the approved budget for the 29 program for returning dropouts and dropout prevention for that 30 district and the sum of the amount funded from the district 31 cost of the school district plus funds received from other 32 sources. 33 Sec. 13. Section 261.92, subsection 1, Code 2014, as amended 34 by 2014 Iowa Acts, Senate File 2230, section 17, is amended to 35 -26- LSB 5005SB (1) 85 kh/tm 26/ 40
S.F. _____ read as follows: 1 1. “Accredited higher education institution” means a public 2 institution of higher learning located in Iowa which is 3 accredited by the higher learning commission, or an institution 4 of higher learning located in Iowa which is operated privately 5 and not controlled or administered by any state agency or any 6 subdivision of the state, and which promotes equal opportunity 7 and affirmative action efforts in the recruitment, appointment, 8 assignment, and advancement of personnel at the institution 9 and provides information regarding such efforts to the college 10 student aid commission upon request. 11 Sec. 14. Section 261.110, subsection 4, Code 2014, is 12 amended to read as follows: 13 4. A selected applicant who meets all of the eligibility 14 requirements of this section shall be eligible for a teach Iowa 15 scholar grant for each year of full-time employment completed 16 in this state as a teacher for a school district, charter 17 school, area education agency, or accredited nonpublic school. 18 A teach Iowa scholar grant shall not exceed four thousand 19 dollars per year per recipient. Grants awarded under this 20 section shall not exceed a total of twenty thousand dollars per 21 recipient over a five-year period. If a selected applicant has 22 received a federally guaranteed Stafford loan under the federal 23 family education loan program or the federal direct loan 24 program, a federal direct plus loan, or a federal Perkins loan, 25 the selected applicant may elect to have the commission make 26 payment under the program directly to the selected applicant’s 27 student loan holder. 28 Sec. 15. Section 261.113, subsection 3, paragraph d, Code 29 2014, as amended by 2014 Iowa Acts, Senate File 2257, section 30 8, is amended to read as follows: 31 d. Within nine months of graduating from the residency 32 program and receiving a permanent license in accordance with 33 paragraph “b” , engage in the full-time practice of medicine 34 and surgery or osteopathic medicine and surgery specializing 35 -27- LSB 5005SB (1) 85 kh/tm 27/ 40
S.F. _____ in family medicine, pediatrics, psychiatry, internal medicine, 1 or general surgery for a period of five consecutive years in 2 the service commitment area specified under subsection 6 , 3 unless the loan repayment recipient receives a waiver from the 4 commission to complete the months years of practice required 5 under the agreement in another service commitment area pursuant 6 to subsection 6 . 7 Sec. 16. Section 261.113, subsection 6, Code 2014, is 8 amended to read as follows: 9 6. Selection of service commitment area. A loan repayment 10 recipient shall notify the commission of the recipient’s 11 service commitment area prior to beginning practice in the area 12 in accordance with subsection 3 , paragraph “d” . The commission 13 may waive the requirement that the loan repayment recipient 14 practice in the same service commitment area for all sixty 15 months five years . 16 Sec. 17. Section 261.114, subsection 3, paragraph b, Code 17 2014, as amended by 2014 Iowa Acts, Senate File 2257, section 18 12, is amended to read as follows: 19 b. Within nine months of receiving a degree and obtaining 20 a license in accordance with paragraph “a” , engage in the 21 full-time practice as an advanced registered nurse practitioner 22 or physician assistant for a period of five consecutive years 23 in the service commitment area specified under subsection 6 , 24 unless the loan repayment recipient receives a waiver from the 25 commission to complete the months years of practice required 26 under the agreement in another service commitment area pursuant 27 to subsection 6 . 28 Sec. 18. Section 261.114, subsection 6, Code 2014, is 29 amended to read as follows: 30 6. Selection of service commitment area. A loan repayment 31 recipient shall notify the commission of the recipient’s 32 service commitment area prior to beginning practice in the area 33 in accordance with subsection 3 . The commission may waive the 34 requirement that the loan repayment recipient practice in the 35 -28- LSB 5005SB (1) 85 kh/tm 28/ 40
S.F. _____ same service commitment area for all sixty months five years . 1 Sec. 19. Section 262.28, Code 2014, is amended to read as 2 follows: 3 262.28 Appropriations —— monthly installments —— transfers . 4 1. All appropriations made payable annually to each of the 5 institutions under the control of the board of regents shall be 6 paid in twelve equal monthly installments on the last day of 7 each month on order of said board. 8 2. In lieu of the consent and notification requirements of 9 section 8.39, the board may transfer moneys appropriated for 10 the purposes of the southwest Iowa regents resource center, the 11 northwest Iowa regents resource center, and the quad-cities 12 graduate studies center between such centers if the board 13 notifies, in writing, the general assembly and the legislative 14 services agency of the amount, the date, and the purpose of the 15 transfer. 16 Sec. 20. Section 272.10, subsection 4, Code 2014, is amended 17 to read as follows: 18 4. The board shall submit a detailed annual financial report 19 by January 1 to the chairpersons and ranking members of the 20 joint appropriations subcommittee on education general assembly 21 and the legislative services agency. 22 Sec. 21. Section 272.29, Code 2014, is amended to read as 23 follows: 24 272.29 Annual administrative rules review. 25 The executive director shall annually review the 26 administrative rules adopted pursuant to this chapter and 27 related state laws. The executive director shall submit 28 the executive director’s findings and recommendations in a 29 report every three years to the board and the chairpersons and 30 ranking members of the senate and house standing committees 31 on education and the joint appropriations subcommittee on 32 education general assembly by January 15. 33 Sec. 22. Section 273.3, subsection 11, Code 2014, is amended 34 to read as follows: 35 -29- LSB 5005SB (1) 85 kh/tm 29/ 40

Employ personnel to carry out the functions of the 1 area education agency which shall include the employment of an 2 administrator who shall possess a license issued under chapter 3 272 . The administrator shall be employed pursuant to section 4 279.20 and sections 279.23 , 279.24 , and 279.25 . The salary for 5 an area education agency administrator shall be established 6 by the board based upon the previous experience and education 7 of the administrator. Section 279.13 applies to the area 8 education agency board and to all teachers employed by the area 9 education agency. Sections 279.23 , 279.24 , and 279.25 apply to 10 the area education board and to all administrators employed by 11 the area education agency. Section 279.69 applies to the area 12 education agency board and employees of the board, including 13 part-time, substitute, or contract employees, who provide 14 services to a school or school district. 15 Sec. 23. Section 280.4, subsection 3, paragraph b, Code 16 2014, is amended to read as follows: 17 b. For students first determined to be limited English 18 proficient for a budget year beginning on or after July 1, 19 2010, the additional weighting provided under paragraph “a” 20 shall be included in the weighted enrollment of the school 21 district of residence for a cumulative period of time not 22 exceeding five years beginning with the budget year for 23 which the student was first determined to be limited English 24 proficient. The five years of eligibility for the additional 25 weighting need not be consecutive and a student’s eligibility 26 for the additional weighting is transferable to another 27 district of residence. 28 Sec. 24. Section 284.13, subsection 1, paragraphs a, b, c, 29 d, and f, Code 2014, are amended to read as follows: 30 a. For the fiscal year beginning July 1, 2013 2014 , and 31 ending June 30, 2014 2015 , to the department of education, the 32 amount of eight hundred forty-six thousand two hundred fifty 33 dollars for the issuance of national board certification awards 34 in accordance with section 256.44 . Of the amount allocated 35 -30- LSB 5005SB (1) 85 kh/tm 30/ 40
S.F. _____ under this paragraph, not less than eighty-five thousand 1 dollars shall be used to administer the ambassador to education 2 position in accordance with section 256.45 . 3 b. For the fiscal year beginning July 1, 2013 2014 , and 4 ending June 30, 2014 2015 , an amount up to three four million 5 five hundred thirty-seven twenty-one thousand eight hundred 6 seventy-five dollars for first-year and second-year beginning 7 teachers, to the department of education for distribution to 8 school districts and area education agencies for purposes 9 of the beginning teacher mentoring and induction programs. 10 A school district or area education agency shall receive 11 one thousand three hundred dollars per beginning teacher 12 participating in the program. If the funds appropriated for 13 the program are insufficient to pay mentors, school districts, 14 and area education agencies as provided in this paragraph, 15 the department shall prorate the amount distributed to 16 school districts and area education agencies based upon the 17 amount appropriated. Moneys received by a school district 18 or area education agency pursuant to this paragraph shall be 19 expended to provide each mentor with an award of five hundred 20 dollars per semester, at a minimum, for participation in 21 the school district’s or area education agency’s beginning 22 teacher mentoring and induction program; to implement the 23 plan; and to pay any applicable costs of the employer’s share 24 of contributions to federal social security and the Iowa 25 public employees’ retirement system or a pension and annuity 26 retirement system established under chapter 294 , for such 27 amounts paid by the district or area education agency. 28 c. For the fiscal year beginning July 1, 2013 2014 , and 29 ending June 30, 2014 2015 , up to seven hundred eighty-six 30 thousand eight hundred sixteen dollars to the department for 31 purposes of implementing the professional development program 32 requirements of section 284.6 , assistance in developing model 33 evidence for teacher quality committees established pursuant to 34 section 284.4, subsection 1 , paragraph “c” , and the evaluator 35 -31- LSB 5005SB (1) 85 kh/tm 31/ 40
S.F. _____ training program in section 284.10 . A portion of the funds 1 allocated to the department for purposes of this paragraph may 2 be used by the department for administrative purposes and for 3 not more than four full-time equivalent positions. 4 d. For the fiscal year beginning July 1, 2013 2014 , and 5 ending June 30, 2014 2015 , an amount up to one million one 6 hundred thirty-six thousand four hundred ten dollars to 7 the department for the establishment of teacher development 8 academies in accordance with section 284.6, subsection 10 . A 9 portion of the funds allocated to the department for purposes 10 of this paragraph may be used for administrative purposes. 11 f. For the fiscal year beginning July 1, 2014 2015 , 12 and for each subsequent fiscal year, to the department of 13 education, ten million dollars for purposes of implementing 14 the supplemental assistance for high-need schools provisions 15 of section 284.11 . Annually, of the moneys allocated to 16 the department for purposes of this paragraph, up to one 17 hundred thousand dollars may be used by the department for 18 administrative purposes and for not more than one full-time 19 equivalent position. 20 Sec. 25. Section 284.13, subsection 1, paragraph e, 21 subparagraph (2), subparagraph division (a), Code 2014, is 22 amended to read as follows: 23 (a) For the initial school year for which a school district 24 receives department approval for and implements a framework or 25 comparable system in accordance with section 284.15 , teacher 26 leadership supplement foundation aid payable to that school 27 district shall be paid from the allocation made in subparagraph 28 (1) for that school year. For that school year, the teacher 29 leadership supplement foundation aid payable to the school 30 district is the product of the teacher leadership district 31 cost per pupil for the school year multiplied by the school 32 district’s budget enrollment. The board of directors of the 33 district of residence shall pay to the receiving district any 34 moneys received for a pupil under subparagraph (1) if the pupil 35 -32- LSB 5005SB (1) 85 kh/tm 32/ 40
S.F. _____ is participating in open enrollment under section 282.18 and 1 both the district of residence and the receiving district are 2 receiving an allocation under subparagraph (1). 3 Sec. 26. Section 284.13, subsection 1, paragraph e, 4 subparagraph (3), Code 2014, is amended to read as follows: 5 (3) Of the moneys allocated to the department for the 6 purposes of this paragraph “e” , for each fiscal year included in 7 subparagraph (1), not more than seven hundred thousand dollars 8 shall be used by the department for the development of a 9 delivery system , in collaboration with area education agencies, 10 to assist in implementing the career paths and leadership 11 roles considered pursuant to sections 284.15 , 284.16 , and 12 284.17 , including but not limited to planning grants to school 13 districts and area education agencies, technical assistance 14 for the department, technical assistance for districts and 15 area education agencies, training and staff development, 16 and the contracting of external expertise and services. In 17 using moneys allocated for purposes of this subparagraph (3), 18 the department shall give priority to school districts with 19 certified enrollments of fewer than six hundred students. A 20 portion of the moneys allocated annually to the department 21 for purposes of this subparagraph (3) may be used by the 22 department for administrative purposes and for not more than 23 five full-time equivalent positions. 24 Sec. 27. Section 284A.2, subsection 1, Code 2014, is amended 25 to read as follows: 26 1. “Administrator” means an individual holding a 27 professional administrator license issued under chapter 272 28 who is employed in a school district administrative position 29 by a school district or area education agency pursuant to 30 a contract issued by a board of directors under section 31 279.23 and is engaged in instructional leadership. An 32 administrator may be employed in both an administrative and a 33 nonadministrative position by a board of directors and shall 34 be considered a part-time administrator for the portion of 35 -33- LSB 5005SB (1) 85 kh/tm 33/ 40

The pilot project shall provide 11 supplemental support services for international refugees 12 to improve learning, literacy, cultural competencies, and 13 assimilation in 10 locations within a county with a population 14 over 350,000 as determined by the 2010 federal decennial 15 census. The department of human services shall utilize a 16 request for proposals process to identify the entity best 17 qualified to implement the pilot project. 18 c. S.F. _____ aid programs, the loan repayment program for health care 1 professionals, the national guard educational assistance 2 program, the teacher shortage loan forgiveness program, the all 3 Iowa opportunity foster care grant and scholarship programs, 4 the registered nurse and nurse educator loan forgiveness 5 program, the barber and cosmetology arts and sciences tuition 6 grant program, the teach Iowa scholar program, and for the 7 rural Iowa primary care and rural Iowa advanced registered 8 nurse practitioner and physician assistant loan repayment 9 programs. 10 The bill modifies, for the 2014-2015 fiscal year only, the 11 standing appropriations for Iowa tuition grants for students 12 attending nonprofit and for-profit institutions. The bill 13 amends Code section 261.110 to allow a teach Iowa grant 14 recipient to elect to have the college student aid commission 15 make payments on the recipient’s federal loan directly to the 16 student loan holder. 17 The bill appropriates moneys to the department of education 18 for purposes of the department’s general administration, 19 vocational education administration, division of vocational 20 rehabilitation services including independent living and 21 the entrepreneurs with disabilities program and independent 22 living centers, state library for general administration 23 and the enrich Iowa program, public broadcasting division, 24 regional telecommunications councils, vocational education to 25 secondary schools, school food service, early childhood Iowa 26 fund, expansion of the federal Individuals with Disabilities 27 Education Improvement Act birth through age three services, 28 early head start projects, textbooks for nonpublic school 29 pupils, the student achievement and teacher quality program, 30 jobs for America’s graduates specialists, successful 31 progression for early readers, the Iowa reading research 32 center, competency-based education, distribution to the 33 midwestern higher education compact to pay Iowa’s member state 34 annual obligation, and community colleges. 35 -37- LSB 5005SB (1) 85 kh/tm 37/ 40
S.F. _____ The bill strikes the 2014-2015 fiscal year appropriation for 1 the core curriculum and career information and decision-making 2 system, but directs the department to use $1 million of its 3 general administration moneys for implementation of the content 4 and assessment standards adopted pursuant to Code section 5 256.7, subsections 26 and 28. The bill also eliminates the 6 appropriation for education reform but establishes line item 7 appropriations for administrator mentoring, English language 8 learner pilot programs, the online job posting system, 9 attendance center performance and data system support for 10 an area education agency support system, and for department 11 support for certain councils, commissions, and task forces. 12 The bill also appropriates $1 million for bullying prevention 13 if 2014 Iowa Acts, Senate File 2318, is enacted. 14 The state board of education is directed to adopt rules to 15 establish standards for the identification, selection, and 16 use of research-based educational and instructional models 17 for students identified as limited English proficient, and 18 standards for the professional development of the instructional 19 staff responsible for implementation of those models. 20 The director of the department of education is directed to 21 establish an English language literacy for all grant program 22 for school districts. Priority must be given to school 23 districts with the highest percentage of limited English 24 proficient students. A grant may be awarded for up to three 25 years. The department and each school district receiving a 26 grant must enter into a performance agreement, which must be 27 renewed annually, that identifies clear literacy achievement 28 goals and includes an accountability system. School districts 29 may expend grant moneys for professional development for 30 professional staff providing instructional services to limited 31 English proficient students. 32 The bill permits some flexibility for the amount of time a 33 student may be eligible for additional weighting as a limited 34 English proficient student by providing that the five-year 35 -38- LSB 5005SB (1) 85 kh/tm 38/ 40
S.F. _____ eligibility period is cumulative, and need not be consecutive, 1 and is transferable to another district of residence. 2 The bill provides that the term “administrator”, for 3 purposes of the administrator quality program, may include 4 assistant principals and assistant superintendents. The bill 5 expands and modifies a requirement that the director of the 6 department of education establish a coaching and support system 7 for administrators in school districts. The bill directs that 8 the system be developed and implemented in collaboration with 9 education stakeholders and designed to support administrators 10 in school districts that are implementing approved career path, 11 leadership roles, and compensation frameworks or comparable 12 systems for teachers. The bill requires that the system by 13 made available to any school district beginning July 1, 2017. 14 The bill amends Code section 273.3 to provide that Code 15 section 279.69, relating to background investigations of school 16 employees, applies to area education agency boards and their 17 employees who provide services to school districts and schools. 18 The bill modifies school finance language amended in 2014 19 Iowa Acts, Senate File 2230, requires the Iowa reading research 20 center to submit a detailed annual financial report to the 21 general assembly, and makes conforming changes relating to 22 college student aid commission programs amended by 2014 Iowa 23 Acts, Senate File 2257 and Senate File 2230. 24 The bill appropriates moneys to the state board of regents 25 for the board office, universities’ general operating budgets; 26 the southwest Iowa regents resource center; the northwest Iowa 27 regents resource center; the quad-cities graduate studies 28 center; Iowa public radio; the state university of Iowa; Iowa 29 state university of science and technology; the university of 30 northern Iowa; and for the Iowa school for the deaf and the 31 Iowa braille and sight saving school, including tuition and 32 transportation costs for students residing in the schools and 33 licensed classroom teachers. 34 FY 2014-2015 —— WORKFORCE TRAINING PROGRAMS. S.F. _____ appropriates moneys from the Iowa skilled worker and job 1 creation fund to the department of education and the college 2 student aid commission for workforce training purposes. 3 The bill appropriates moneys from the Iowa skilled worker 4 and job creation fund to the department of education for 5 deposit in the workforce training and economic development 6 funds; for distribution to community colleges for the purposes 7 of implementing adult education and literacy programs as 8 provided for by the bill; for certain accelerated career 9 education program capital projects at community colleges; for 10 deposit in the pathways for academic career and employment 11 fund; for deposit in the gap tuition assistance fund; for 12 deposit in the statewide work-based learning intermediary 13 network fund; and for support costs associated with 14 administering a workforce preparation outcome reporting system. 15 The bill appropriates moneys from the Iowa skilled worker 16 and job creation fund to the college student aid commission 17 for purposes of providing skilled workforce shortage tuition 18 grants. 19 -40- LSB 5005SB (1) 85 kh/tm 40/ 40
