IOWA COMMUNICATIONS NETWORK —— AUTHORIZATION 7 FOR CONTRACTS. Pursuant to section 8D.11, subsection 1, 8 paragraph “a”, the general assembly authorizes the Iowa 9 telecommunications and technology commission to enter into a 10 contract or contracts in excess of the contract limitation 11 amount established in section 8D.11, subsection 1, paragraph 12 “c”, for purposes of the commission’s network managed services 13 request for proposals process. This authorization applies for 14 the duration of the commission’s project and to all affected 15 contracts associated with the project, whether or not the award 16 is made to a single vendor or multiple vendors. 17 DIVISION IV 18 CHANGES TO PRIOR APPROPRIATIONS 19 Sec. 6. 2010 Iowa Acts, chapter 1184, section 12, is amended 20 to read as follows: 21 SEC. 12. REVERSION. 22 1. For Except as otherwise provided in subsections 2 and 23 3, for purposes of section 8.33 , unless specifically provided 24 otherwise, unencumbered or unobligated moneys made from an 25 appropriation in this division of this Act shall not revert 26 but shall remain available for expenditure for the purposes 27 designated until the close of the fiscal year that ends 28 three years after the end of the fiscal year for which the 29 appropriation was made. However, if the project or projects 30 for which such appropriation was made are completed in an 31 earlier fiscal year, unencumbered or unobligated moneys shall 32 revert at the close of that same fiscal year. 33 2. For purposes of section 8.33, unencumbered or 34 unobligated moneys made in the appropriation in section 10, 35 -8- LSB 5019XG (10) 85 rh/tm 8/ 12

For purposes of section 8.33, unencumbered or 7 unobligated moneys made in the appropriation in section 10, 8 subsection 7, paragraph “a”, of this division of this Act 9 shall not revert but shall remain available for the purposes 10 designated until the close of the fiscal year that begins July 11 1, 2015, or until the project for which the appropriation was 12 made is completed, whichever is earlier. 13 Sec. 7. 2012 Iowa Acts, chapter 1138, section 89, is amended 14 to read as follows: 15 SEC. 89. DEPARTMENT OF NATURAL RESOURCES —— ECONOMIC 16 EMERGENCY FUND. EFFECTIVE UPON ENACTMENT. This division of this 25 Act, being deemed of immediate importance, takes effect upon 26 enactment. 27 DIVISION V 28 MISCELLANEOUS CODE CHANGES 29 Sec. 11. Section 8.57F, Code 2014, is amended by adding the 30 following new subsection: 31 NEW SUBSECTION . 4. If any moneys remain in the fund 32 established pursuant to subsection 1, after the defeasance of 33 the bonds specified in subsection 2, the treasurer of state 34 and the director of the department of management shall consult 35 -10- LSB 5019XG (10) 85 rh/tm 10/ 12
S.F. _____ H.F. _____ with the board of regents to determine if the remaining moneys 1 could be used to defease the academic revenue bonds issued by 2 the board. If such moneys could be used for this purpose, the 3 remaining moneys are appropriated for this purpose. 4 EXPLANATION 5 The inclusion of this explanation does not constitute agreement with 6 the explanation’s substance by the members of the general assembly. 7 This bill relates to and makes appropriations to state 8 departments and agencies from the rebuild Iowa infrastructure 9 fund and the technology reinvestment fund, and provides for 10 related matters. The bill is organized by divisions. 11 DIVISION I —— REBUILD IOWA INFRASTRUCTURE FUND. This 12 division appropriates project funding for FY 2014-2015 from 13 the rebuild Iowa infrastructure fund for projects for the 14 departments of administrative services, cultural affairs, human 15 services, natural resources, public defense, transportation, 16 and for the economic development authority, Iowa state fair 17 authority, treasurer of state, and the board of regents. The 18 division appropriates project funding for FY 2015-2016 from 19 the rebuild Iowa infrastructure fund for projects for the 20 department of human services, and for the Iowa state fair 21 authority and the board of regents. The division appropriates 22 project funding for FY 2016-2017 and FY 2017-2018 for projects 23 for the board of regents. 24 DIVISION II —— TECHNOLOGY REINVESTMENT FUND. This division 25 appropriates project funding for FY 2014-2015 from the 26 technology reinvestment fund for the departments of education, 27 human rights, management, public health, and public safety and 28 for the Iowa telecommunications and technology commission. 29 DIVISION III —— IOWA COMMUNICATIONS NETWORK —— CONTRACTS. 30 This division provides that the general assembly authorizes the 31 Iowa telecommunications and technology commission to enter into 32 contracts in excess of the statutory contract limitation amount 33 for purposes of the commission’s network managed services 34 request for proposals process. 35 -11- LSB 5019XG (10) 85 rh/tm 11/ 12

This 1 division makes a change to moneys appropriated from the rebuild 2 Iowa infrastructure fund to the department of administrative 3 services for major repairs and maintenance for state buildings 4 and facilities for FY 2014-2015. The division also makes a 5 change to moneys appropriated from the technology reinvestment 6 fund to the department of administrative services for 7 technology consolidation and technology improvement projects 8 approved by the state chief information officer for FY 9 2014-2015. 10 The division extends the reversion date for projects 11 appropriated to the departments of economic development and 12 transportation and to the Iowa finance authority from the 13 revenue bonds capitals II fund for FY 2010-2011. The division 14 also extends the reversion date for a project appropriated to 15 the department of natural resources from the Iowa economic 16 emergency fund for FY 2011-2012. 17 The division is effective upon enactment. 18 DIVISION V —— MISCELLANEOUS CODE CHANGES.
