1.
Section
602.8107,
subsection
4,
paragraph
f,
1
Code
2014,
is
amended
to
read
as
follows:

f.
Beginning
July
1,
2010,
and
every
fiscal
year
thereafter,
3
amounts
collected
and
distributed
pursuant
to
this
subsection
4
shall
be
equal
to
or
greater
than
twenty-five
thousand
5
dollars
for
each
county
or
twenty-five
thousand
dollars
in
the
6
aggregate
for
counties
that
have
entered
into
an
agreement
7
pursuant
to
chapter
28E
.
If
a
county,
or
counties
that
8
have
entered
into
a
chapter
28E
agreement,
fails
to
meet
the
9
minimum
threshold
established
in
this
paragraph,
the
county,
or
10
counties
under
the
chapter
28E
agreement,
shall
be
ineligible
11
to
participate
in
the
county
attorney
collection
program
the
12
following
fiscal
year.
In
the
event
a
county
is
ineligible
to
13
collect
under
this
program,
the
county
may
apply
to
the
state
14
debt
coordinator
established
in
section
421C.1
to
reenter
the
15
program
following
the
fiscal
year
of
ineligibility.

Section
602.8107,
subsection
4,
paragraph
g,
Code

2014,
is
amended
by
striking
the
paragraph.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
strikes
a
reference
to
a
Code
section
in
former
22
Code
chapter
421C
in
which
the
state
debt
coordinator
was
23
established
in
language
establishing
a
mechanism
for
a
county
24
to
reenter
the
county
attorney
court
debt
collection
program
25
after
a
period
of
ineligibility.
Code
chapter
421C
was
26
repealed
January
1,
2014,
pursuant
to
its
own
terms.
27
The
bill
also
strikes
language
that
requires
a
county
that
28
participates
in
the
county
attorney
court
debt
collection
29
program
to
file
an
annual
report
with
the
state
debt
30
coordinator
as
established
in
former
Code
chapter
421C.
