From the moneys deposited in the school ready children 4 grants account for the fiscal year beginning July 1, 2014, 5 and ending June 30, 2015, not more than $132,975 $265,950 6 is allocated for the early childhood Iowa office and other 7 technical assistance activities. The early childhood Iowa 8 state board shall direct staff to work with the early childhood 9 stakeholders alliance created in section 256I.12 to inventory 10 technical assistance needs. Moneys allocated under this 11 lettered paragraph may be used by the early childhood Iowa 12 state board for the purpose of skills development and support 13 for ongoing training of staff. However, except as otherwise 14 provided in this subsection, moneys shall not be used for 15 additional staff or for the reimbursement of staff. 16 b. As a condition of receiving moneys appropriated in 17 this subsection, each early childhood Iowa area board shall 18 report to the early childhood Iowa state board progress on 19 each of the local indicators approved by the area board. Each 20 early childhood Iowa area board must also submit an annual 21 budget for the area’s comprehensive school ready children 22 grant developed for providing services for children from birth 23 through five years of age, and provide other information 24 specified by the early childhood Iowa state board, including 25 budget amendments as needed. The early childhood Iowa state 26 board shall establish a submission deadline for the annual 27 budget and any budget amendments that allow a reasonable period 28 of time for preparation by the early childhood Iowa area boards 29 and for review and approval or request for modification of 30 the materials by the early childhood Iowa state board. In 31 addition, each early childhood Iowa area board must continue to 32 comply with reporting provisions and other requirements adopted 33 by the early childhood Iowa state board in implementing section 34 256I.9 . 35 -7- LSB 5014XG (19) 85 kh/tm 7/ 34

Of the amount appropriated in this subsection for 1 deposit in the school ready children grants account of the 2 early childhood Iowa fund, $1,159,009 $2,318,018 shall 3 be used for efforts to improve the quality of early care, 4 health, and education programs. Moneys allocated pursuant to 5 this paragraph may be used for additional staff and for the 6 reimbursement of staff. The early childhood Iowa state board 7 may reserve a portion of the allocation, not to exceed $44,325 8 $88,650 , for the technical assistance expenses of the early 9 childhood Iowa state office, including the reimbursement of 10 staff, and shall distribute the remainder to early childhood 11 Iowa areas for local quality improvement efforts through a 12 methodology identified by the early childhood Iowa state board 13 to make the most productive use of the funding, which may 14 include use of the distribution formula, grants, or other 15 means. 16 d. Of the amount appropriated in this subsection for 17 deposit in the school ready children grants account of the 18 early childhood Iowa fund, $412,515 $825,030 shall be used for 19 support of professional development and training activities 20 for persons working in early care, health, and education by 21 the early childhood Iowa state board in collaboration with 22 the professional development component group of the early 23 childhood Iowa stakeholders alliance maintained pursuant to 24 section 256I.12, subsection 7 , paragraph “b”, and the early 25 childhood Iowa area boards. Expenditures shall be limited to 26 professional development and training activities agreed upon by 27 the parties participating in the collaboration. 28 9. EARLY CHILDHOOD IOWA FUND —— PRESCHOOL TUITION 29 ASSISTANCE 30 a. In addition, if 6 sufficient funding is available after addressing the needs of 7 those who meet the basic income eligibility requirement, an 8 early childhood Iowa area board may provide for eligibility 9 for those with a family income in excess of the basic income 10 eligibility requirement through use of a sliding scale or other 11 copayment provisions. 12 10. EARLY CHILDHOOD IOWA FUND —— FAMILY SUPPORT AND PARENT 13 EDUCATION 14 a. The 14 projects shall promote healthy prenatal outcomes and healthy 15 family functioning, and strengthen the development of infants 16 and toddlers in low-income families. Priority shall be given 17 to those organizations that have previously qualified for 18 and received state funding to administer an early head start 19 project. 20 13. S.F. _____ H.F. _____ This bill appropriates moneys for fiscal year 2014-2015 1 from the general fund of the state to the college student aid 2 commission, the department for the blind, the department of 3 education, the economic development authority, the department 4 of workforce development, and the state board of regents and 5 its institutions. 6 FY 2014-2015 —— GENERAL APPROPRIATION. The bill 7 appropriates to the department for the blind for its 8 administration. 9 The bill includes appropriations to the college student 10 aid commission for general administrative purposes, student 11 aid programs, the loan repayment program for health care 12 professionals, the national guard educational assistance 13 program, the teacher shortage loan forgiveness program, the all 14 Iowa opportunity foster care grant and scholarship programs, 15 the registered nurse and nurse educator loan forgiveness 16 program, the barber and cosmetology arts and sciences tuition 17 grant program, the teach Iowa scholar program, and for the 18 rural Iowa primary care and rural Iowa advanced registered 19 nurse practitioner and physician assistant loan repayment 20 programs. 21 The bill modifies the standing appropriations for 22 Iowa tuition grants for students attending nonprofit and 23 for-profit institutions and for Iowa tuition grants for 24 vocational-technical tuition grants. 25 The bill appropriates moneys to the department of education 26 for purposes of the department’s general administration, 27 vocational education administration, division of vocational 28 rehabilitation services including independent living and the 29 entrepreneurs with disabilities program and independent living 30 centers, state library for general administration and the 31 enrich Iowa program, public broadcasting division, vocational 32 education to secondary schools, school food service, early 33 childhood Iowa fund, expansion of the federal Individuals 34 with Disabilities Education Improvement Act birth through 35 -31- LSB 5014XG (19) 85 kh/tm 31/ 34
S.F. _____ H.F. _____ age three services, early head start projects, textbooks 1 for nonpublic school pupils, the core curriculum and career 2 information and decision-making system, the student achievement 3 and teacher quality program, jobs for America’s graduates 4 specialists, education reform, successful progression for early 5 readers, the Iowa reading research center, competency-based 6 education, bullying prevention training materials, regional 7 telecommunications councils, distribution to the midwestern 8 higher education compact to pay Iowa’s member state annual 9 obligation, and community colleges. 10 From the moneys appropriated for education reform, the 11 bill allocates moneys to develop and implement a coaching and 12 support system for administrators, to support the Iowa online 13 state job posting system initiative, for purposes relating 14 to the attendance center performance rankings developed by 15 the department, to support implementation of the proposed 16 model for an extended learning time pilot project developed 17 by the department, for an English language literacy for all 18 grant pilot program, and for the costs of providing department 19 support to education task forces, commissions, and councils 20 established in 2013 legislation. 21 The bill also limits the standing unlimited appropriation 22 established in Code section 285.2 for purposes of paying 23 nonpublic school transportation claims to not more than 24 $8,560,931. 25 The bill reduces state aid for area education agencies 26 for the 2014-2015 fiscal year by $15 million; reduces from 27 $50 million to $1.3 million for the 2014-2015 fiscal year 28 the moneys allocated for purposes of teacher leadership 29 supplemental aid payments to school districts for implementing 30 the career paths, leadership roles, and compensation framework 31 or comparable system; increases from $700,000 to $2 million 32 for fiscal year 2014-2015 the moneys allocated to the 33 department for the development of a delivery system to assist 34 in implementing the career paths and leadership roles; and 35 -32- LSB 5014XG (19) 85 kh/tm 32/ 34
