Section 257.11, subsection 7, paragraph a, 1 subparagraph (1), Code 2014, is amended to read as follows: 2 (1) In order to provide additional funding to increase 3 student opportunities and redirect more resources to student 4 programming for school districts that share operational 5 functions, a supplementary weighting of two hundredths per 6 pupil shall be assigned to pupils enrolled in a district that 7 shares with a political subdivision one or more operational 8 functions of a curriculum director, school administration 9 manager, social worker, school nurse, school counselor, or 10 school librarian, or one or more operational functions in 11 the areas of superintendent management, business management, 12 human resources, transportation, or operation and maintenance 13 for at least twenty percent of the school year , shall be 14 assigned a supplementary weighting of five pupils for each 15 shared operational function . The additional weighting shall be 16 assigned for each discrete operational function shared. The 17 operational function sharing arrangement does not need to be a 18 newly implemented sharing arrangement to receive supplementary 19 weighting under this subsection . However, to receive 20 supplementary weighting under this subsection for an ongoing 21 operational function sharing arrangement that began before 22 July 1, 2014, the district shall submit information to the 23 department documenting the cost savings directly attributable 24 to the shared operational functions and describe the district’s 25 consideration of additional shared operational functions. 26 Sec. 2. Section 257.11, subsection 7, paragraphs c and d, 27 Code 2014, are amended to read as follows: 28 c. Supplementary weighting pursuant to this subsection 29 shall be available to a school district for a maximum of 30 five years during the period commencing with the budget year 31 beginning July 1, 2014, through the budget year beginning July 32 1, 2019. The minimum amount of additional weighting for which 33 a school district shall be eligible is an amount equivalent to 34 ten additional pupils, and the maximum amount of additional 35 -1- LSB 5731XC (3) 85 md/sc 1/ 4
S.F. _____ weighting for which a school district shall be eligible is 1 an amount equivalent to forty additional pupils. Receipt of 2 supplementary weighting by a school district pursuant to this 3 subsection for more than one year shall be contingent upon 4 the annual submission of information by the district to the 5 department documenting cost savings directly attributable to 6 the shared operational functions. Criteria for determining 7 the number of years for which supplementary weighting shall 8 be received pursuant to this subsection , subject to the 9 five-year maximum, and for determining qualification of 10 operational functions for supplementary weighting shall be 11 determined by the department by rule, through consideration of 12 long-term savings by the school district or increased student 13 opportunities. 14 d. Supplementary weighting pursuant to this subsection 15 shall be available to an area education agency for a maximum of 16 five years during the period commencing with the budget year 17 beginning July 1, 2014, through the budget year beginning July 18 1, 2019. The minimum amount of additional funding for which 19 an area education agency shall be eligible is fifty thirty 20 thousand dollars, and the maximum amount of additional funding 21 for which an area education agency shall be eligible is two 22 hundred thousand dollars. The department of management shall 23 annually set a weighting for each area education agency to 24 generate the approved operational sharing expense using the 25 area education agency’s special education cost per pupil amount 26 and foundation level. Receipt of supplementary weighting 27 by an area education agency for more than one year shall be 28 contingent upon the annual submission of information by the 29 district to the department documenting cost savings directly 30 attributable to the shared operational functions. Criteria 31 for determining the number of years for which supplementary 32 weighting shall be received pursuant to this subsection , 33 subject to the five-year maximum, and the amount generated by 34 the supplementary weighting, and for determining qualification 35 -2- LSB 5731XC (3) 85 md/sc 2/ 4
S.F. _____ of operational functions for supplementary weighting shall be 1 determined by the department by rule, through consideration of 2 long-term savings by the area education agency or increased 3 student opportunities. 4 Sec. 3. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 5 immediate importance, takes effect upon enactment. 6 EXPLANATION 7 The inclusion of this explanation does not constitute agreement with 8 the explanation’s substance by the members of the general assembly. 9 Code section 257.11(7), enacted in 2013 Iowa Acts, chapter 10 65 (HF 472), established supplementary weighting of 0.02 per 11 pupil for school districts and area education agencies that 12 share with a political subdivision one or more operational 13 functions of a curriculum director, school administration 14 manager, social worker, school nurse, school counselor, or 15 school librarian, or one or more operational functions in the 16 areas of superintendent management, business management, human 17 resources, transportation, or operation and maintenance for at 18 least 20 percent of the school year. The additional weighting 19 is assigned for each discrete operational function shared. The 20 supplementary weighting is available to a school district for 21 a maximum of five years during the period commencing with the 22 budget year beginning July 1, 2014, through the budget year 23 beginning July 1, 2019. Code section 257.11(7) establishes a 24 minimum amount and a maximum amount of additional weighting for 25 which a school district or area education agency is eligible. 26 The bill strikes the 0.02 per pupil supplementary weighting 27 and establishes an additional weighting of five pupils for each 28 shared operational function. The bill also strikes the minimum 29 amount of additional weighting for which a school district is 30 eligible and changes the minimum amount of additional funding 31 for which an area education agency is eligible from $50,000 to 32 $30,000. 33 The bill also strikes provisions that required certain 34 documentation and reporting of the cost savings directly 35 -3- LSB 5731XC (3) 85 md/sc 3/ 4
