29A.15,
Code
2014,
is
amended
to
read
as

follows:

29A.15
State
awards
and
decorations.

1.
The
adjutant
general,
from
the
funds
appropriated

for
the
support
and
maintenance
of
the
national
guard,
shall
5
procure
and
issue
to
the
members
of
the
national
guard
merit
or
6
service
badges
or
other
appropriate
awards
for
service
under
7
regulations
and
according
to
the
design
and
pattern
determined
8
by
the
adjutant
general.
Members
of
the
national
guard
who,
9
by
order
of
the
president,
serve
in
federal
forces
during
a
10
national
emergency,
may
count
the
period
of
that
federal
active
11
duty
toward
the
procurement
of
a
service
badge.

The
adjutant
general,
from
the
funds
appropriated

for
the
support
and
maintenance
of
the
national
guard,
shall

procure
and
issue
to
eligible
persons

War
victory
awards

in
ribbon
form
for
service
under
regulations
and
according
to

the
design
and
pattern
determined
by
the
adjutant
general.

For
the
purposes
of
this
section,
“eligible
person”

means
a
person
who
served
as
a
member
of
the
Iowa
army
national
19
guard
or
Iowa
air
national
guard
at
any
time
during
the
period
20
beginning
September
2,
1945,
and
ending
December
26,
1991.
To
21
qualify
as
an
eligible
person,
a
former
member
of
the
Iowa
22
army
national
guard
or
Iowa
air
national
guard
shall
have
been
23
discharged
or
released
under
honorable
conditions.

This
bill
requires
the
adjutant
general
to
procure
and
issue

Cold
War
victory
awards
in
ribbon
form
to
eligible
persons
from

the
funds
appropriated
for
the
support
and
maintenance
of
the

national
guard.
The
bill
provides
that
an
“eligible
person”
31
means
a
person
who
served
as
a
member
of
the
Iowa
army
national
32
guard
or
the
Iowa
air
national
guard
at
any
time
during
the
33
period
beginning
September
2,
1945,
and
ending
December
26,
34
1991.
To
qualify
as
an
eligible
person,
a
person
who
has
been
