Section 272.2, subsection 14, paragraph b, 1 subparagraph (2), Code 2014, is amended to read as follows: 2 (2) The applicant is less than twenty-one years of age 3 except as provided in section 272.31, subsection 1 , paragraph 4 “e” . However, a student enrolled in a practitioner preparation 5 program who meets board requirements for a temporary, 6 limited-purpose license who is seeking to teach as part of a 7 practicum or internship may be less than twenty-one years of 8 age. 9 Sec. 2. Section 272.31, subsection 1, Code 2014, is amended 10 to read as follows: 11 1. a. The Except as provided in paragraph “b” , the 12 minimum requirements for the board to award issue a coaching 13 authorization to an applicant are: 14 a. (1) Successful completion of one semester credit hour 15 or ten contact hours in a course relating to knowledge and 16 understanding of the structure and function of the human body 17 in relation to physical activity. 18 b. (2) Successful completion of one semester credit hour 19 or ten contact hours in a course relating to knowledge and 20 understanding of human growth and development of children and 21 youth in relation to physical activity. 22 c. (3) Successful completion of two semester credit hours 23 or twenty contact hours in a course relating to knowledge and 24 understanding of the prevention and care of athletic injuries 25 and medical and safety problems relating to physical activity. 26 d. (4) Successful completion of one semester credit hour 27 or ten contact hours relating to knowledge and understanding 28 of the techniques and theory of coaching interscholastic 29 athletics. 30 e. (5) Attainment of at least eighteen years of age. 31 b. The board shall issue a transitional coaching 32 authorization to an individual who is at least eighteen years 33 of age and who provides verification of an offer of a coaching 34 position by a school district or by a consortium of school 35 -1- LSB 5196DP (3) 85 kh/rj 1/ 3
S.F. _____ H.F. _____ districts, but who has not completed the coursework required 1 for a coaching authorization as specified in paragraph “a” . A 2 transitional coaching authorization is valid for not more than 3 one year, may not be renewed, and is valid only in the hiring 4 school district or districts. 5 Sec. 3. Section 279.19B, subsection 1, paragraph a, 6 subparagraph (2), Code 2014, is amended to read as follows: 7 (2) A qualified individual who meets the requirements of 8 section 272.31, subsection 1, paragraph “a” , and possesses 9 a coaching authorization issued by the board of educational 10 examiners. 11 Sec. 4. Section 279.19B, subsection 1, paragraph a, Code 12 2014, is amended by adding the following new subparagraph: 13 NEW SUBPARAGRAPH . (3) A qualified individual who meets the 14 requirements of section 272.31, subsection 1, paragraph “b” , 15 and possesses a transitional coaching authorization issued by 16 the board of educational examiners. 17 EXPLANATION 18 The inclusion of this explanation does not constitute agreement with 19 the explanation’s substance by the members of the general assembly. 20 This bill requires the board of educational examiners to 21 issue a transitional coaching authorization to an individual 22 who is at least 18 years of age and who provides verification 23 of an offer of a coaching position by a school district or by 24 a consortium of school districts, but who has not completed 25 the coursework required for a coaching authorization. A 26 transitional coaching authorization is valid for not more than 27 one year, may not be renewed, and is valid only in the hiring 28 school district or districts. In employing a head coach or 29 assistant coach, the Code requires each school district to 30 consider applicants in a priority order, with teachers having 31 first priority and persons with a coaching authorization 32 second. To this priority list, the bill adds in the third 33 position those individuals who possess a transitional coaching 34 authorization. 35 -2- LSB 5196DP (3) 85 kh/rj 2/ 3
S.F. _____ H.F. _____ Currently, the coursework needed for a full coaching 1 authorization includes successful completion of 5 semester 2 credit hours or 50 contact hours in courses relating to 3 knowledge and understanding of the structure and function of 4 the human body in relation to physical activity; to knowledge 5 and understanding of human growth and development of children 6 and youth in relation to physical activity; to knowledge and 7 understanding of the prevention and care of athletic injuries 8 and medical and safety problems relating to physical activity; 9 and to knowledge and understanding of the techniques and theory 10 of coaching interscholastic athletics. 11 -3- LSB 5196DP (3) 85 kh/rj 3/ 3
